Duties

The Manager of Business Intelligence (BI) is responsible for the BI Department managing all BI development and support activities throughout Marine Corps Community Services (MCCS). The BI Manager will be the leader and contribute to the development of new concepts, techniques and standards, as they pertain to business intelligence and IT in general. As an expert in the field of business intelligence, the BI manager sets the strategy, procedural and architectural direction for all BI activities for MCCS and ensures all BI activities are performed in a timely manner and within cost, quality and scope expectations.

The BI Manager is also the primary internal and external point of contact (POC) on operations and vendor interactions. Additionally, the BI Manager serves as a senior representative to vendors and collaborates across the Information Technology Directorate (MRI) and the Enterprise on matters pertaining to the achievement of the BI group's goals. Provides oversight to deliver software solutions and services for centralized BI Systems employed by MCCS worldwide. Establishes and maintains high level of team proficiency for BI solutions to include but not limited to: data strategy and governance, operating and capital budgets, data repositories, information security and confidentiality requirements, coding logical procedures, coding efficient queries, report generation, analytics, dashboards, running, configuration, etc. Plans, prioritizes and supervises team tasks for requirements collection, analysis, design, development, testing, deployment, maintenance and system documentation.

Acts as the team leader and the project manager of new application initiatives and upgrades of existing. This include aspects of the Project Management Body of Knowledge (PMBOK) methodology and encompasses planning, requirements gathering, leading, organizing and controlling large and complex projects.

Responsible for guiding and overseeing the physical and logical architecture, design, implementation, and administration of the components that make up the Enterprise Data Warehouse, BI, and Reporting applications and tools. Responsible for system status reporting and change control. Proactively engages with MCCS business and program staffs address system issues and opportunities to improve efficiency and effectiveness. Coordinates and collaborates with related tech staffs and Software System vendors as appropriate to achieve solutions and to provide satisfactory services for the customer.

Establishes and enforces the near and long-term vision for the BI architecture, governance and procedures through development and maintenance of data governance, quality control procedures and best practices to ensure data stored in the data warehouse environment is accurate and secure. Evaluates and recommends appropriate technologies, tools, and methods for enterprise data warehouse functions, BI, and reporting. Fulfills management responsibilities to help departments identify and solve their most critical information, reporting and analytical challenges. Responsible for all management activities including: resource management, project plan creation and maintenance, maintenance of issues logs and prioritization.

Conducts briefings, drafts memos effectively communicating orally and in writing with a commitment to maintain open lines of communication with direct reports and other departmental associates. Prepares detail status reports indicating accomplishments for the reporting period as well as identifying any project related issues. Conducts weekly meetings with project members to discuss any project related matters as well as providing business related information. Conducts periodic meetings with management. Ensures that project schedules and requirements are established and tracked on regular basis. Keeps abreast of technological changes and innovations in the data processing field.

Follows up on work effort to ensure conformance to MCCS and DoD guidelines and access security. Serves as a SME and direct advisor to senior leaders in the organization. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Pursues action to ensure follow through on maximizing productivity and economies. Analyzes programs on a regular basis, and prompts initiation of corrective action. Develops strategies, roadmaps and long-range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated by the MCCS Director.

Supervises full performance level IT staff to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timecards and training employees.

Qualifications

Bachelor's degree in Computer Science, Information Technology or related field and ten years of progressively technical experience as Supervisor or Manager of a Business Intelligence or Reporting department, with prior experience as Senior Systems Analyst, Senior Programmer Analyst, and at least eight years of experience as the project manager of large and complex projects is required, and of progressive managerial or supervisory experience leading a team of four or more software developers, or an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, or appropriate experience that demonstrates that the applicant

has acquired the knowledge, skills and abilities equivalent to that gained in the above. Demonstrated experience leading the implementation of Business Intelligence solutions and Data Warehouses. Skill in one or more of major Extract, Transform and Load (ETL) tools and their administration. Skill in one or more of the major BI Reporting tools and their administration. Skill in one or more of major metadata tools and their administration. Proficient in one or more of major OLAP tools and their administration. Pose a conceptual understanding of Dimensional Modeling. Proven ability to understand and navigate through organizational politics. Significant experience with MS Project and Microsoft Office Project Server as evidenced by reference to complex project plans created.

This is a highly visible position which requires a proven expertise in building and leading teams. The successful candidate will be a visionary and effective communicator who has the ability to take charge and inspire with a compelling vision. Must be able to work independently and manage multiple task assignments. Strong oral and written communication skills, including presentation skills (MS Visio, MS PowerPoint). Strong problem solving and troubleshooting skills with the ability to exercise mature judgment. Eagerness to mentor junior staff. Experience providing oversight support to the development team.

Strong understanding of and functional knowledge of business intelligence and decision support systems for various business activities such as: finance and accounting, retail, human resources and Morale, Welfare and Recreation Programs. Knowledge of and hands-on software development experience using Oracle PL/SQL is required. Experience with Oracle RDBMS, Oracle Warehouse Builder and COGNOS Framework Manager Hands is preferred. Experience with program management is a plus. Strong oral and written communication skills are required. Strong analytical and reporting skills are required.

As an authorized and privileged user of Department of Defense Information Systems must possess or receive Information Assurance awareness by completing the Security+ Certification as a condition of access within six months of employment, and thereafter must complete annual Information Assurance awareness training.

Eligible for incremental telework as determined by MR/MF policy.
