Duties

  • You will apply a wide variety of contracting methods and contracting types to perform pre-award/post-award and/or contract price/cost analysis.
  • You will apply knowledge of federal contract/procurement laws, principles, policies, regulations and procedures to a wide-range of contracting methods/contract types.
  • You will plan, establish, negotiate, administer, and evaluate contracts to satisfy procurement requirements and solve contracting problems in the acquisition cycle.
  • You will apply knowledgeable of acquisition planning; knowledge of contract price and cost analysis/cost accounting techniques.
  • You will apply skills with negotiation techniques, price, contract specifications, delivery dates, incentives, other terms/condition, statutes, and regulations as they apply to procurement functions.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain a Top Secret with SCI clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field 1102 Level II. Certification is required within 24 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Knowledgeable of a wide variety of contracting methods and contract types sufficient to perform pre-award/post-award and/or contract price/cost analysis. Examples include: Applying knowledge of federal contract/procurement laws, principles, policies, regulations and procedures to a wide-range of contracting methods/contract types in order to plan, establish, negotiate, administer and evaluate a wide range of contracts to satisfy procurement requirements and solve a variety of contracting problems for various types of acquisition programs at different stages in the acquisition cycle. Knowledge of acquisition planning; knowledge of contract price and cost analysis/cost accounting techniques. Skill in negotiation techniques, price, contract specifications, delivery dates, incentives, other terms/condition, statutes, and regulations as they apply to procurement functions.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1102, series as listed below:

A. A Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. OR
B. A Current civilian personnel in DoD, in any occupational series, who occupied a similar occupational specialty to the GS-1102 while serving in the military on or before September 30, 2000. OR
C. A Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000.
