Minimum Qualifications:

• Graduation from an accredited college or university with a Bachelor's degree in Business Administration, the Behavioral Sciences or a Human Resources-related field, Masters degree and/or 1 or more AIRS certifications preferred.

• Six (6) years of progressive experience in Human Resources, including a minimum of four (4) years of direct multi-discipline, high volume corporate and/or outsourced recruitment operations management /supervisory experience.

• In lieu of a Bachelor's degree, ten (10) years of experience in Human Resources, including a minimum of six (6) years of direct multi-discipline, high volume corporate and/or outsourced recruitment operations management with at least 2 AIRS certifications.

Job Summary/Duties:

The Assistant Manager, Recruiting Operations, is responsible for the day- to- day service delivery effectiveness of a team of functionally aligned recruiters. The incumbent is responsible for the full lifecycle recruitment process for entry level through senior executive positions, including the management of the Authority's employee job posting process. In this regard the incumbent is also responsible for the quality of the candidate and hiring manager experience. In collaboration with the Proactive Sourcing branch of the Talent Acquisition organization this role implements the day-to-day sourcing and recruitment strategies that enable the Authority to recruit top talent to the organization.

This middle management role directs and sets the highest performance standards for a dedicated team comprised of onsite, remote and virtual corporate and contract recruiters and support staff.

Provides day-to-day assistant management and oversight for recruitment service delivery and recruiting staff performance.

Ensures Recruiter knowledge and in-depth understand of the functions and areas for which they are recruiting.

Solicits feedback from clients regularly to ensure a high level of client satisfaction.

Develops mechanism to gauge client satisfaction.

Ensures that the organization continues to hire best in class talent.

Develops the campus recruiting strategy for a broader involvement from business units; build business case for more robust effort.

Contributes to HR leadership initiatives.

Provides content for interview training workshops for recruiters, HR, and business leaders.

Participates in external conferences and benchmarking best practices.

Works closely with Recruiters to further develop recruiting strategies within their business units.

Collaborates with peer managers and supervisors to ensure recruiters are provided full organizational context.

Serves as the first line of contact for information regarding staffing policies and procedures.

Advises and counsels hiring managers on the proper applications and interpretation of HR policies, practices and procedures as they relate to the talent acquisition function and staff planning.

Partners with Talent Management in rollout hiring manager training.

Analyses staffing metrics such as applicant/hire source, offer/accept ratios, time to fill, hire diversity in devising strategic recruitment efforts.

Partners with Proactive Sourcing in assigning staff to support sourcing activities (i.e., job fairs, open houses and other related efforts) to establish candidate pipelines.

Ensures process consistency and quality.

Conducts regular team requisition management meetings.

Monitors and balances Recruiter workload to ensure maximum efficiency and hiring manager experience.

Provides ongoing and real-time coaching to Recruiters in the area of customer service, requisition management, staffing performance metrics and sourcing.

Participates in client leadership meetings and strategy sessions; regularly providing recruiting progress updates, advising and consulting on recruitment matters, etc.

Serves as an expert advisor to hiring managers on recruitment strategies and policies.

Implements innovative and creative recruitment programs and hiring initiatives.

Analyzes forecast data; implements targeted sourcing and recruitment goals that address forecasted and real-time hiring needs.

Works closely with the HR Business Partner organization, HR Centers of Expertise and Shared Services to implement process improvements and/or to address interdependencies in supporting the organization's hiring needs.

Ensures appropriate functional alignment/assignment of recruiters to address niche and specialty hiring needs, fluctuation in hiring volume and/or priorities and the sustainment of talent pipelines.

Addresses performance issues in a timely and deliberate fashion.
