Duties

  • Provide insight into the development and management of policies, procedures, and operational schedules necessary for new systems and functions.
  • Maintain surveillance of schedule milestones for all project systems and all activities within or outside NASA which may affect the programmed costs, acceptance, or completion date of the project.
  • Recognize management and business problems that arise in the development of complex space flight systems and devise and execute effective solutions to these problems.
  • Prepare ad hoc analyses and recommendations.
  • Participate in project, program or NASA Headquarters initiatives and analysis to develop major budget options and plans which will meet program and project objectives.
  • Assist the Project Manager and Deputy Project Manager/Resources with interpretation of budget guidance and guidelines.
  • Assure proficiency and compliance with the provisions of contracts by reviewing and verifying the performance of work by the contractor.

  • Selectees will be laterally reassigned. Upon successful completion of the program, graduates will be reassigned to positions with a full-performance level of GS-15.
  • Participants will spend up to 25 percent of their time engaged in formal core curriculum training, in addition to gaining work experience in this full time position.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for the Flight Projects Development Program (FPDP), you must have been competitively selected and currently serving at the GS-13, GS-14, or GS-15 grade level with one year of directly related specialized experience that involves budget formulation and execution, workforce planning, and Program Planning and Control processes and tools to develop, recommend, and justify budgetary and financial policies and procedures; coordinating with stakeholders on diverse teams to meet organizational goals; providing advice and guidance to stakeholders on programmatic issues and strategy.

Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
