Duties

The incumbent serves as a Financial Program Specialist, and is responsible for the accurate and timely output of financial data from the Financial Management Information System (FMIS).

Incumbent serves as a Certifying Officer for the agency with primary responsibility for approving and certifying for payment, all vendor and travel payments processed in the FMIS for the Central Office.

Analyzes obligation documents to determine validity of payment vouchers and proper classification of the obligations. Incumbent works closely with Accountants to provide assistance in completing the SF-224, Statement of Transactions, and monthly proof-checks.

Incumbent assist in the testing and the implementing of major and key segments of accounting and financial systems and procedures as required by the Agency in accordance with General Accounting Office (GAO) principles and standards.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education

GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

GS-12: There is no substitution of education for specialized experience for this grade level.

OR

Specialized Experience

GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progress for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the specific qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of qualifying experience are:

GS-11:
  • Experience serving as a Disbursing/Certifying Officer.
  • Experience in providing training to Accounting Technicians and Cost Center Managers in establishing/maintaining obligations.
  • Experience in maintaining FMIS accounting systems by analyzing and reviewing obligations and preparing payment vouchers, to include running and generating reports to balance fund control with FMIS.

GS-12:
  • Experience in applying accounting and budgeting principles, concepts, theories and practices, and data processing procedures, theories, concepts and practices.
  • Experience with financial auditing techniques and procedures, and be able to apply them in a wide variety of situations.
  • Experience in developing policy, providing advice, guidance, training or evaluation for programs in field institutions.
  • Experience analyzing budgetary variances, their causes, project costs, and recommend solutions to solve problems in program management and reporting requirements.

Combination of Education and Experience:

GS-11: Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above.

Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

This position IS included in the bargaining unit.

The representative rate for this position is $95,920 per annum ($45.96 per hour).

Special Conditions of Employment Section:

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation.
