The Transportation Industry Analyst, will
  • Prepare for aviation negotiations held with foreign delegations to establish, modify, or resolve problems arising under bilateral air services agreements and participates as a U.S. delegation member in such negotiations, as required serves as the principal DOT representative.
  • Perform in-depth empirical economic analysis and research to maintain current working knowledge of the full range of issues affecting the development of international aviation for assigned aviation partners. Independently prepares briefing books for DOT members of U.S. negotiating teams.
  • Independently solicit, compile and analyze U.S. aviation industry input for negotiations, and develops recommendations for DOT input into the U.S. negotiating position.
  • Review orders and licenses for international service prepared by the U.S. and Foreign Carrier Licensing Divisions of the Office of International Aviation to ensure consistency with the provisions of bilateral agreements and the state of the aviation relationship between the United States and the foreign countries involved. Develops alternative approaches if problems are identified.
  • Prepare correspondence in response to Congressional and public inquiries about DOT decisions, positions and policies with respect to assigned countries. Provides advice and background information on assigned countries to Department policy makers, members of Congress and Committee staff, other government agencies and all segments of the aviation community.
  • Prepare briefing materials for the Assistant Secretary, Deputy Secretary, and Secretary of Transportation for their use in meetings, conferences, and Congressional appearances.

Ideal Candidate: OST is looking for a seasoned, motivated and self-reliant professional who can share their expertise in formulating or negotiating international air transportation bilateral agreements between the United States and foreign Governments.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
  • Experience analyzing policy/regulation related to agreements between the United States and foreign Governments that affect or facilitate commercial interests of U.S. companies and preparing written analytical reports.


To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience analyzing and comparing policy/regulation options related to transportation agreements between the United States and foreign Governments that affect or facilitate commercial interests of U.S. companies and preparing written analytical reports of their findings as a regular and recurring part of a job with minimal supervision.


To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience analyzing international air transportation policy issues or systems (e.g., pricing, air carriers' competitive position, integrating domestic and international services, restrictions on charter, operational, or marketing, etc.) used to formulate or negotiate bilateral agreements between the United States and foreign Governments and preparing written analytical reports that address the consequences of adopting them as a regular and recurring part of a job with minimal supervision.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Technical Competence - International Aviation Transportation - Knowledge of principles, customs, and competitive practices of civil air carriers, and of air carrier operations, services or facilities, and regulations of the aviation transportation industry to advise on the departmental formulation, direction, and/or implementation of foreign policy of the United States involving international aviation relations to include the political or politico-economic nature of the United States with other governments to move people and goods.

Influencing/Negotiating (*) - Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions.

Political Savvy - Identifies the internal and external politics that impact the work of the organization. Perceives organizational and political reality and acts accordingly.

Communications - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and writes in a clear, concise, organized, and convincing manner for the intended audience.
