Duties

The incumbent would serve as a Program Analyst to support the integrated execution of 1) Strategic Framework Implementation Plan (2020), 2) SIP for the National Strategy for Countering Domestic Terrorism (2021), and 3) DHS CTTV Posture Review Findings (2021).

Job duties:
The Strategic Framework was issued by DHS in September 2019 and its corresponding Implementation Plan was issued in October 2020. DHS also recently conducted a Counterterrorism and Targeted Violence Posture Review to identify opportunities and gaps across DHS to address all forms of foreign and domestic terrorism and targeted violence, consistent with privacy protections, civil rights, civil liberties, and legal requirements.

The incumbent would support the Counterterrorism and Targeted Violence Action Group (CTTV-AG) to coordinate DHS efforts associated with implementing the Strategic Framework and the Posture Review, and all associated tracking and reporting requirements.

Activities would include:
  • Leveraging the CTTV-AG to review and make recommendations for updating, prioritizing, and realigning goals and objectives within the Implementation Plan, based upon findings from the Posture Review.
  • Initiating a reporting and tracking system to monitor the status of actions identified in the Posture Review, updated/prioritized
  • Implementation Plan actions, and any implementation actions identified for DHS in the Strategic Implementation Plan of the National Strategy for Countering Domestic Terrorism.
  • Working with MGMT/CIO to develop a reporting platform to facilitate data collection, reporting, and analytics.
  • Establishing a feedback process to review and update priority actions based on resource limitations and/or changes in the threat environment.
  • Initiating a feedback process to identify resource gaps or needs, and leverage feedback to inform budget prioritization and allocation decisions.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at or above the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.

Qualifications required:
  • Ability to gather information, compile data, and prepare reports using Microsoft Office.
  • Ability to work independently.
  • Ability devise and implement creative solutions.
  • Ability to represent the Office in intra- and inter-agency meetings, with the public, grantees, and other partners.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
