Duties

Provides oversight and supervises employees in efforts to deliver software solutions and services for proficient support of Financial and Administrative Systems. Responsible for managing all development and support activities. Leads effective and efficient project management of projects and applications consistent with the Information Technology Directorate's (MRI) strategy and organizational priorities. Works with line of business heads and other key stakeholders to ensure that all projects are delivered as requested. Drives the business-IT partnership by establishing key stakeholder relationships with the subject matter experts and other key constituents across the organization. Works closely with stakeholders and participates in the dialogue to establish priorities, and achieve buy-in to deliver results. Drives efficiency at all levels and ensures that deliverables are on time, within budget and within quality and scope expectations.

As a Financial and Administrative System expert the incumbent in conjunction with her/his manager will set the procedural and architectural direction for all Financial and Administrative System technical activities for Marine Corps Community Services (MCCS).

Acts as the team leader and the project manager of new application initiatives and upgrades of existing. This include aspects of the Project Management Body of Knowledge (PMBOK) methodology and encompasses planning, leading, organizing and controlling large and complex projects. Provides training for team members to develop their technical skills and analytical proficiency. Plans, prioritizes and supervises team tasks for software system development, and life-cycle maintenance of in-house developed and COTS solutions. Proactively engages with staff to address system issues and opportunities to improve efficiency and effectiveness. Coordinates and collaborates with related technical staffs and Software System vendors as appropriate to achieve comprehensive solutions and to provide satisfactory services for the customer.

Responsible for planning and managing system related production support, enhancements and projects. Collects and defines requirements, conducts job estimation, plans and executes projects. Leads overall project management responsibility for all Financial and Administrative System initiatives. This includes project financial management; budget versus actual reporting, status reporting, and project plan creation via Microsoft Project Professional and maintenance, resource management, change management, maintenance of issues logs, prioritization and project documentation as required by the PMO methodology.

Works in conjunction with the Financial and Administrative functional teams to establish and enforce the near and long-term vision for the system architecture and procedures through development and maintenance of quality control procedures and best practices.

Evaluates and recommends appropriate technologies, tools, and methods for Financial and Administrative functions. Partners with cross functional units to build solutions that support and improve the decision making process. Full project management responsibilities to help functional departments identify and solve their most critical challenges..

Conducts briefings, drafts memos effectively communicating in writing and orally with a commitment to maintain open lines of communication with direct reports and other departmental associates. Prepares detail status reports. Conduct weekly meetings with project members to discuss any project related matters. Conduct periodic meetings with managements to report on project status, new initiatives and current priorities. Ensures that project schedules and requirements are established and tracked on regular basis. Maintains professional contacts with other companies, professional associations and equipment manufacturers.

Supervises full performance level IT staff to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timesheets, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take appropriate action.

This is a white-collar position where occasional lifting up to 20 lbs may be required.

Qualifications

Eight years of progressive and related professional experience with a minimum of five years of progressive experience as Supervisor or Manager of a Financial and Administrative System department, consisting of four or more developers, analysts and Business Analysts, residing within the CIO's hierarchy At least four years of increasing experience as the project manager of large and complex projects, or an appropriate combination experience that demonstrates possession of knowledge and skill equivalent to that gained in the above.

Demonstrated experience leading the implementation of Financial System solutions. Strong understanding of and functional knowledge of Financial System for various business activities such as: Accounts Payable, Budgeting, Cash Management, and General Ledger Reporting is preferred. Detail oriented and excellent organization, prioritization and time management skills and team player a must.

Significant experience with MS Project and Microsoft Office Project Server as evidenced by reference to complex project plans created.

This highly visible position requires proven expertise in building and leading teams. The successful candidate will be a leader and effective communicator, have the proven experience to take charge and inspire with a compelling vision. Must be able to work independently and manage multiple tasks. Strong oral and written communication skills, including presentation skills is required. Strong problem solving and troubleshooting skills with the ability to exercise mature judgment. Eagerness to mentor junior staff.
