Duties

As a Managing Counsel, Regulations, you will:
  • Manage significant, complex rule-making projects and policy proposals.
  • Oversee the formulation, implementation and interpretation of consumer credit and financial services laws, regulations and rules.
  • Oversee the preparation of draft legislation and rules, amendments to policies, Congressional testimony, official CFPB interpretations, and analyses of proposed legislation, rules and policies.
  • Speak authoritatively on consumer financial services laws and other regulatory matters and represent CFPB at meetings and conferences.

  • As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.     Due to COVID-19, the Bureau is currently in a maximum telework posture through at least January 15, 2022. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office and maximum telework is revoked, you will be expected to report to the duty station listed on this announcement. At that time, you may be eligible to request to continue to telework on a routine or situational basis in accordance with the Bureau's telework policy.

    Qualifications

    1. Law Degree: Applicants must be a graduate of an accredited law school with an LL.B., J.D. or equivalent.
    2. Bar Membership: Applicants must be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
    3. Experience for the CN-71: Seven (7) years of related legal experience. Such experience must include experience as a licensed attorney in order to be creditable, one of which is at or equivalent to the CN-60 (GS-14 or equivalent); OR
    You must have thirty-six (36) months of specialized experience at the CN-60 (GS-14 or equivalent) that equipped you with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position.
    4. Specialized experience for CN-71 is defined as: Experience conducting legal research and analysis in a public-policy related field; experience leading and managing other attorneys; and experience in one or more of the areas of consumer financial services law listed below is required:
    • Debt collection, including activities covered by the Fair Debt Collection Practices Act.
    • Consumer reporting and consumer privacy, including activities covered by the Fair Credit Reporting Act or the Gramm-Leach-Bliley Act.
    • Regulation of unfair, deceptive, or abusive acts and practices involving consumer financial services.
    • Providing consumers financial data processing products or services of financial advisory services, such as credit counseling.
    • Mortgage and other credit transactions, including transactions covered by the Truth in Lending Act, the Real Estate Settlement Procedures Act, and the Home Mortgage Disclosure Act.
    • Fair lending, including activities covered by the Equal Credit Opportunity Act.
    • Deposit taking, transmitting or exchanging funds, providing stored value or payment instruments, and check cashing, including activities covered by the Electronic Fund Transfer Act and Truth in Savings Act.
    • Consumer leasing, including activities covered by the Consumer Leasing Act.


    The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.     • The salaries of other Bureau employees in similar positions and with similar levels of experience.

    We also take the selectee's skill set into account. Applicants should note that salary offers seldom fall near the upper end of the salary range as listed in this vacancy announcement. Salary may be set from the minimum of the salary range to the midpoint of the salary range. In some instances, based on a selectee's extensive experience directly related to the position, salary may be set at or above the mid-point up to the maximum salary for that band level.     CONDITIONS OF EMPLOYMENT:
    • A trial period may be required.
    • Public Trust - Background Investigation will be required.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
