MAJOR DUTIES

Administrative Management

Administers space and equipment programs. Establishes HR/Equipment/Space Policy for the unique and/or complex organization of RDU and Spinal Cord Nursing Services. Incumbent is responsible for constant surveillance, evaluation, and planning to ensure efficient utilization of space based on constantly changing and ever-increasing program demands. The incumbent has the authority to plan for revised space assignments to investigators and to reallocate space to meet these demands. The incumbent reviews orders to verify their need and ensures that each section receives the appropriate share of the funds available. Ensures the integration of administrative services provided within RDU and Spinal Cord Injury Disorder services are aligned with those of the Hampton VA Medical Center and VISN and works with clinical leadership to ensure the implementation of safe, effective and efficient care for the Veterans. Interacts with management and program officials to resolve resource problems and conflicts. Keeps the Chief Nurses and top management officials appraised of administrative activities and situations within the RDU and Spinal Cord Injury Services which could impact on management decisions/actions.
Incumbent collaborates with the Chief Nurses to resolve problems, expedite services, or implement necessary corrective measures within established facility policies. Assists patients, their families and representatives, and facility staff members in recognizing and removing institutional barriers to the provision of optimum health care to veterans. Identifies existing and potential problem areas and suggests solutions or alternatives to existing procedures which contribute to these problems. Incumbent conducts analysis of reoccurring problems; identifies trends and or system gaps associated with clinic activities and collaborate with the Chief Nurses of assigned Nursing Services to provide mutual solutions or alternatives for all parties.

Budget Guidance and Administration

Within the scope of RDU and Spinal Cord Injury/Disorder Nursing Service, develops the need for and maintains an awareness of available resources, and makes recommendations to the Chief Nurses of each service regarding needs, distribution, or redistribution of these resources. The incumbent is also charged with the responsibility of operating within the authorized budget. These duties include analyzing, evaluating, advising, and coordinating administrative and clinical activities associated with the successful outcome of efforts to improve patient access to VA healthcare. Incumbent has full authority for fund control points. Incumbent gathers and analyzes budget needs of the RDU and Spinal Cord Injury Services; and oversees all phases of budgeting within administrative requirements. Plans a system of internal controls which assures the fiscal management of the Medical Center is maintained on a sound basis in accordance with generally accepted accounting practices. Incumbent assists in the formulation and execution of annual budget for the clinics, to include salaries, travel, supplies, equipment, and all other general operating expenses. Assembles and compiles budget information and maintains running account of funds allocated and expended in all sub accounts and makes interim adjustments where
necessary by applying the basic knowledge and understanding of budgetary policies, procedures, and regulations. Develops monthly and quarterly cost ceilings while maintaining running control of funds to ensure that accounts are within authorized levels. Participates with the Chief Nurses and supervisors in reviewing service needs, plans, and goals to develop budget data and justification for review and approval. Prepares budget package for submission to the budget office and responds to all questions from that office. Reviews financial reports and resolves discrepancies with the appropriate accounting office. Assures that all expenditures are properly authorized and documented.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/30/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
    To qualify for the GS-341-11 based on specialized experience: You must have one (1) year of specialized experience at the GS-09 level or equivalent for this position. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. At the GS-11 full performance level, the incumbent demonstrates:
  • knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.
  • knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studied. Projects and studies typically require knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization.
  • Knowledge to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting. The assignments require knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
  • Knowledge is applied in developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations.
  • Knowledge may also be applied in analyzing and making recommendations concerning the centralization or decentralization of operations."
To qualify for the GS-341-11 based on education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
To qualify for the GS-341-11 based on combination: Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.

Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required.
