Duties

Develops, formulates, and promulgates new and updated policies, regulations, and procedures resulting from new program initiatives.

Conducts sound analysis and presents the results in a clear, precise, and persuasive manner on complex issues related to criminal, civil, and administrative matters related to federal statues, regulations, policies or procedures.

Serves as the agency representative on a variety of issues including legislation, policy, public affairs and research with senior staff at the Department of Justice, the Office of Management and Budget (OMB), on Capitol Hill, with the Office of Inspector General (OIG), with the Government Accountability Office (GAO), and with other parts of the Federal government, to include non-governmental organizations.

Provides technical assistance and policy guidance to labor management relations staff and the National Union in the area of policy development and implementation.

Collects information, makes recommendations, gathers data and proposes changes in evaluating agency practices that impact specific programs, including audits by GAO and OIG.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education:

There is no substitution of education for specialized experience for this position.

OR

Experience:

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to successfully perform the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:
  • Experience in spearheading change within an organization to meet strategic goals by leading people towards meeting organziation's vision, mission and goals.
  • Knowledge and oversight of various training programs, curriculum and policies to effectively evaluate, develop and implement strategies that ensure efficient management of an employee development program and operation.
  • Experience establishing communications and partnerships internal and external to the agency via public speaking, training program development/presentation and public relations affairs.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

Additional information

This position IS NOT included in the bargaining unit.

The representative rate for this position is $158,541 per annum ($75.97 per hour).

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

Current Federal Law Enforcement Employees:

Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage.
