Duties

The purpose of the position is to perform analytical assignments that require the application of qualitative and quantitative methods for the analysis and evaluation of internal, organizational operations such as: Budget, Financial Management, Acquisition, Human Resources, Travel Management, Record Management and Property Management, to determine their efficiency and effectiveness.
  • Analyzes and evaluates the management practices and methods, and administrative operations of substantive organizations and complex functions.
  • Identifies and analyzes issues, problems, and challenges facing the organization; formulates possible courses of action for resolving them; draws conclusions based on relevant facts; and recommends solutions to organizational leadership.
  • Provides expert analysis and evaluation of work processes and policies, management practices and work operations taking into full consideration complex legislative, programmatic and management issues and problems.
  • Devises analytical approach for the conduct of such studies, formulates methodology and evaluates alternative courses of action.
  • Reviews and evaluates managerial policies and procedures to determine gaps where additional guidance is needed and analyzes the impact of new or proposed legislation on agency operations.
  • Advises managers and program officials on policies and procedures including actions to be taken to accomplish work in accordance with established requirements.
  • Compiles data and prepares complex administrative and management reports that emanate from the Department or high echelons in the organization.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.

Specialized Experience:
GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service performing 3 of the 4 duties listed below:
  • Planning and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations;
  • Developing and implementing performance measures to evaluate organizational productivity;
  • Advising management on implementation of policies and regulations and procedures; and
  • Creating reports of findings and recommendations from collected data and proposals.
GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service performing 3 of the 4 duties listed below:
  • Designing and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations;
  • Creating reports of findings and recommendations from collected data and proposals;
  • Formulating and recommending policies and procedures or modifications to existing guidance to improve the efficiency and effectiveness of managerial operations; and
  • Analyzing the impact of new or proposed legislation on program operations.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
