Duties

The purpose of the position is to perform analytical assignments that require the application of qualitative and quantitative methods for the analysis and evaluation of internal, organizational operations such as: Budget, Financial Management, Acquisition, Human Resources, Travel Management, Record Management and Property Management, to determine their efficiency and effectiveness.
  • Conduct studies or parts of studies involving work processes and administrative procedures which are clerical, routine, and mostly straightforward and common to several different organizations.
  • Identifies, analyzes, and recommends solutions to problems found in work processes and procedures rather than in the substance of the work operations.
  • Gathers and organizes narrative and statistical information using established methods, techniques, and precedents, such as questionnaires, interviews, review of
    computer data, and comparison of past and present records.
  • Analyzes problem, organizes approach, establishes tentative or desired timeframe for completion, considers and weighs various choices of action which are available for proposed solutions.
  • Writes and presents results of studies and analyses made, inclusive of recommended actions, in the form of draft publication for specific phases or portions.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

Minimum Qualifications:
GS-09: You must possess at least one year of specialized experience equivalent to the GS-07 level in the Federal service performing 2 of the 3 duties listed below:
  • Assisting with planning and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations;
  • Assisting with developing new or modified work methods or management processes for administering program services, guidelines, and procedures; and
  • Assisting with recommending administrative actions/solutions to problems and presenting results of studies and analysis.
OR two full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree; or a combination of the required experience and education for this grade level.

GS-11: You must possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service performing 2 of the 3 duties listed below:
  • Planning and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations;
  • Developing new or modified work methods or management processes for administering program services, guidelines. and procedures; and
  • Recommending administrative actions/solutions to problems and presenting results of studies and analysis.
OR a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree in a field directly related to the position; or a combination of the required experience and education for this grade level.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
