Duties

  • Serves as the Contracting Officer Technical Representative (COTR)/Project Officer (PO), advisor, and point of contact reporting to the Division Director and the Chief within their branch on all critical aspects of CBRN, Influenza (IN) and/or Emerging Infectious Diseases (EID) projects.
  • Provides scientific and technical program support, management, administration, and evaluation for the advanced development and acquisition of particular medical countermeasures as assigned by senior leadership of BARDA.
  • Develops and utilizes necessary consultation and advice to help ensure effective project execution.
  • Analyzes the expected impact of scientific and technical developments and contemplated budget revisions, program adjustments, economic trends, or directives from senior leadership upon the assigned project and provides information to DHHS senior leadership.
  • Manages the complex acquisition process, coordinating through all functional areas (e.g. development or reviews statements of work, cost estimates, assures compliance, etc.).
  • Performs a full range of contract administration activities on all contracts to include post-award orientation conferences, contractor performance monitoring, negotiation and issuance of supplemental agreements.
  • Attends scientific and medical meetings to provide advice and obtain information on CBRN, IN, and/or EID medical countermeasure research and development in order to set program capabilities and limitation.

Qualifications

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.

Basic Requirement: You must meet one of the items listed below:

A. Possess a Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (You must submit transcripts.)

B. Possess a combination of education and experience. This includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (You must submit documentation, including transcripts to support your claim or you will be found ineligible.)

Specialized Experience:

GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service performing (3) of the (4) duties listed below:
  • Utilizing methods of scientific fields such as biology, chemistry, physics, microbiology, physical sciences, health sciences, etc., to develop, initiate and/or execute research programs;
  • Supporting and/or managing the development of a medical countermeasures (e.g. vaccine, therapeutic, diagnostic) or their manufacturing, testing, clinical and non-clinical, regulatory, and /or quality aspects within an industrial or academic environment.
  • Monitoring the work/performance of contractors or grantees;
  • Communicating with internal and external stakeholders.

HHS will make operating decisions based on State or locality of duty stations and other factors.

Additional information
