Duties

Although the duty station of this position, Theodore Roosevelt Building (TRB) - remains open, employees are strongly encouraged to telework as opposed to coming on-site. When it is determined the Agency will be moving to the reopening phase, the expectation will be to physically return to the office at the Office of Personnel Management's Washington, DC, location. Telework days and any waiting period for eligibility will be determined at that time.

As a HR Specialist (Compensation) you will:
  • Provide expert technical advice and assistance to team members on Federal pay and leave programs and policies.
  • Ensure the organization's mission is integrated into the team's strategies, goals, and objectives.
  • Plan, organize, conduct, and/or coordinate efforts to respond to U. S. Office of Personnel Management (OPM) management or agency requests for timely and authoritative interpretation, solution, and guidance on Government-wide pay and leave regulations, policies, and programs with particular emphasis on work scheduling, premium pay and hours of duty under the Fair Labor Standards Act.
  • Conduct research and coordinate with senior OPM human resources and management officials to produce legal analysis, talking points, position papers, regulations, correspondence, memoranda, or other written products.
  • Plan, organize, conduct, and coordinate special projects, studies, and reports to develop new or improved Federal pay and leave systems, policies, and regulations.
  • Develop drafts and consult with senior agency and/or OPM human resources officials, OPM management, and employee representatives to assess impact.
  • Propose final policy for presentation to senior OPM officials for approval and issuance as Government policy.
  • Review legislative proposals to assess impact on Government-wide pay and leave programs and policies.
  • Develop draft legislative proposals that may be required to make necessary improvements in Federal pay and leave systems.
  • Review demonstration project and alternative pay and leave system proposals to assist agencies in using pay and leave flexibilities.
  • Develop OPM positions on premium pay, work scheduling, hours of work and leave authorities, systems, programs, and policies and present recommendations to the Deputy Associate Director for Pay and Leave Administration.
  • Evaluate Government-wide policies and programs on pay and leave administration through the collection and analysis of statistical information, e.g., compensatory time off, student loan repayments.
  • Represent OPM as a technical expert on inter-agency committees and in meetings with other OPM offices, other agencies, and OMB and Congressional staff.
  • Provide expert advisory services and authoritative technical interpretation to Federal agencies, State and local governments, etc.

  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
  • As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency (if later than November 22, 2021). The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement.
  • Must be a U.S. Citizen or National
  • Males born after 12-31-59 must be registered for Selective Service
  • Suitable for Federal employment, determined by a background investigation
  • May be required to successfully complete a probationary period


Qualifications

For the GS 14: You must have: 1 year of specialized experience in the Federal Government that is equivalent in difficulty and complexity to the GS-13 grade level in the Federal service.

Specialized experience is defined as experience that is in or related to the line of work of this position and has equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position. More specifically:
  • advanced knowledge and experience in the areas of pay or leave administration;
  • researching and analyzing pay or leave administration regulations, policies, and programs and developing solutions to complex problems;
  • developing pay, leave, or premium pay policies;
  • analyzing complex pay problems under the General Schedule or other pay systems and developing options and solutions;
  • researching and analyzing pay and leave regulations and policies to resolve complex human resource or pay problems; and
  • skill in organizing information and presenting findings, conclusions and/or options.


Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

Relocation expenses will not be paid. Current OPM employees may qualify as an exception.
