Job Summary:
Westat is seeking a Software Development Manager to be part of our team and manage website and software implementation and maintenance.  You will work closely with software engineers, technical program managers, designers, and test teams to design and develop information systems and websites that support our research mission. 

Job Responsibilities:
•    Conduct business process analyses and needs assessments, clearly documenting findings into systems requirements. 
•    Manage SDLC. 
•    Work with subject matter experts across social science domains, and technical leads to design and develop solutions.
•    Make effective presentations and create project documentation artifacts. 
•    Develop technical documentation, and interact effectively in negotiations and team settings serving multiple levels of stakeholders. 

Basic Qualifications:
•    A bachelor's degree in STEM field.
•    10 years of research experience with at least 3-5 years of software development experience, as well as experience in project management practices.  

Preferred Qualifications:
•    Experience with Agile methodology.  
•    Certified Scrum Master. 

Minimum Qualifications:
•    Excellent verbal and written communication skills.
•    Work independently and in a team environment.
