Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Under the supervision of the Branch Chief, Site Development and Inspection Division (SDID), serves as a Central Branch Stormwater Specialist responsible for reviewing and approving engineering designs for various Stormwater Management Facilities including storm drainage, Best Management Practices (BMP's), detention, and innovative water quantity and quality designs on Zoning Development plans, site plans, site plan waivers, Public Facilities Manual (PFM) waivers and modifications and their effect on proposed Land Development to ensure compliance with state and local codes, regulations and policies and good engineering practice. Serves as point of contact for SDID on matters relating to stormwater management. Participates in Inter-Agency team building and collaboration on matters regarding Stormwater Facility Design review and construction. Collaborates with other Governmental Agencies to ensure appropriate review and code compliance. Coordinates the field inspection effort with the site inspectors during the construction phase. Researches and prepares special Engineering studies, reports pertaining to Stormwater Management Facilities, and Code Amendments. Reviews and comments on proposed amendments to codes, ordinances and the PFM relating to Storm Water Management and proposes amendments to address best practices and good engineering design. Prepares correspondence and memoranda in response to Stormwater Facilities Design matters. Reviews construction drawings to ensure compliance with approved geotechnical reports. Presents complex reports to the Board of Supervisors, Planning Commission and various Authorities and Committees. Serves as an expert witness in court cases. Ensures assignments are completed within the timeframes established by the agency. Complies with LDS's safety programs and guidelines. Position requires incumbent to operate a motor vehicle to drive to/from construction sites, offsite meetings, training and/or conferences.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to: graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
  • Driver's License (Required)
  • Professional Engineer - PE or Registered Architect - RA
  • DEQ Stormwater Management Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. PREFERRED QUALIFICATIONS:
  • Ability to work within a team of engineers and to share stormwater review expertise with the team.
  • Excellence in communicating technical matters clearly and concisely, orally and in writing to coworkers and the public.
  • Experience evaluating unique stormwater design challenges using County and State regulations.
  • Experience with the County's Chesapeake Bay Preservation Ordinance and Floodplain Ordinance, or equivalents in other jurisdictions.
  • Experience with land development and ability to anticipate issues that would delay plan approval.

PHYSICAL REQUIREMENTS:
Ability to operate keyboard driven equipment. Ability to be mobile in order to visit inspection sites, to include traversing through rough and uneven terrain. All duties are performed with or without reasonable accommodations. .
