Job Announcement

Serves as an integral part of the fiscal team supporting the Department of Family Services. Works closely in a fast-paced environment with the HARMONY Payments Unit Manager. Will supervise a payments team facilitating client-specific expenditures for the Children’s Services Act (CSA), Adult & Aging (AA), and Public Assistance and Employment Services (PAES) from several local, state, and federal funding sources. The team consists of one Financial Specialist I and three Administrative Assistant IVs. Helps to ensure accurate account payables activities for foster care children and their families, at risk seniors, and citizens eligible for public assistance and follow all federal, state, and local regulations. Serves as one of two primary fiscal contact for audits conducted on payments made by the unit. Reconciles weekly check runs and monthly postings making necessary journal entries as required for payments outside of the main HARMONY system. Successfully resolves problems in a team-based environment and balances multiple priorities and tasks to meet established deadlines. Duties are performed with limited supervision.

Prepares and/or analyzes financial data and makes recommendations;

Plans, organizes and participates in the reconciliation of funds;

Prepares long range revenue and expenditure estimates necessary to forecast economic feasibility of various projects;

Reviews and verifies postings to appropriate ledgers and subsidiary accounts;

Prepares or assist development of the agency budget and monitors budget status.

Knowledge of generally accepted accounting principles;

Ability to prepare, interpret and analyze financial reports and statements;

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus two years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, a credit check, and a Child Protective Services check.

PREFERRED QUALIFICATIONS:
  • Requires strong analytical, computer, oral and written communication skills who can take initiative and work independently, as well as significant expertise in governmental budgeting or accounting, financial management, program support, contracts administration, and policy analysis.
  • Degree and/or experience in economics, public administration, public finance, or accounting plus 5 years of work experience in public sector financial operations.
  • Knowledge of and experience in social services program analysis and financial management; managing multiple funding streams; and monitoring and projecting revenues and expenditures.
  • Experience in financial audits and proven track record in accurate coding and financial reporting.
  • Considerable experience using Microsoft Office Suite computer software, particularly Excel; and governmental accounting and financial systems.
  • Basic knowledge of the Virginia Children’s Services Act, foster care practices, services to seniors, and/or public assistance practices as they relate to accounts payable activity for foster care children, seniors and citizens receiving public benefits.


PHYSICAL REQUIREMENTS:

Ability to input/retrieve data from a computer. Bend stoop and reach. Ability to lift up to 25 lbs occasionally. All duties performed with or without reasonable accommodations.
