Job Announcement

Works as part of the Personal Property & Business License Division. Under the general supervision of the division director, plans, supervises, and manages the work of tax auditors and administrative positions reviewing business, professional & occupational licenses, and business tangible property tax including:
  • Provides oversight to critical processes in the audit section to ensure compliance with applicable laws and regulations;
  • Reviews and assigns all incoming tax assessment requests for correction and appeals that involve complex tax issues;
  • Directs, monitors, and supervises audit follow-up activity that involves corresponding with taxpayers to assist auditors on their defense of various local business tax issues;
  • Researches and analyzes a wide range of tax issues and tax implications including apportionment methodology, unitary filings, and nexus considerations that directly impact business license tax;
  • Trains and instructs staff on tax statutes, ordinances and related directives;
  • Provides technical guidance and assistance to audit staff, general public and business representatives on tax matters;
  • Ensures compliance with federal, state, and local requirements by researching existing and new legislation;
  • Advises management of actions and potential risks related to the audit section;
  • Hires, trains, develops, and appraises audit staff effectively;
  • Takes corrective action as necessary on a timely basis and in accordance with County policy;
  • Prepares written instructions, analysis, internal policies and procedures, memos and reports related to the audit section as needed;
  • Provides a resource for research and technical assistance as needed;


Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from an accredited four-year college or university with a bachelor's degree in business administration, public administration, or a related field, with major course work in accounting, auditing, finance, information systems and/or computer science;
plus five years of professional auditing experience, including one year of supervisory experience.

CERTIFICATES AND LICENSES REQUIRED:
Certification as a Certified Internal Auditor (CIA), Certified Public Accountant (CPA),
Certified Information System Auditor (CISA), OR Certified Management Accountant (CMA)

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a credit check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  • Proven success in building and fostering business relationships.
  • Experienced in facilitating resolution of complex technical issues amongst external and internal stakeholders.
  • Solid understanding of Business, Professional & Occupational License and Business Tangible Property tax.
  • Ability to negotiate, problem solve, and deliver creative solutions.
  • Prior experience working in or with local government.
  • Excellent verbal and written communication necessary.
