Duties

As a Equal Employment Opportunity Manager at the GS-0260-14 some of your typical work assignments may include:
  • Ensuring the annual Management Directive 715 is completed annually and administering throughout the year to eliminate deficiencies and barriers in the workplace, seeking to ensure DTRA is a Model EEO employer.
  • Recommending to the Director, goals, objectives, and strategies to resolve systemic problems in recruiting, hiring and promoting target group members as identified in the Special Emphasis Programs.
  • Preparing the annual Federal Equal Opportunity Recruitment Program (FEORP) and Disabled Veterans Affirmative Action Program (DVAAP) Reports and monitoring annual requirements.
  • Facilitating the Anti-Harassment Program and coordinating Mediation for workplace disputes.
  • Advising management and employees on provisions of the program, initiating and facilitating program use, monitoring program utilization, evaluating and preparing reports on program results to higher authority.
  • Representing the Agency and providing training and briefings during professional meetings, conferences, and symposiums as well as create ad-hoc training and workshops based on trends.
  • Designing, implementing, and evaluating national-level equal employment opportunity programs and providing analysis and scorecards for program effectiveness.
  • Communicating and coordinating programs and initiatives with the Diversity and Inclusion Council and Employee Resource Groups.
  • Partnering with the Human Resources Directorate to ensure diversity in hiring and policies/procedures are executed fairly and equitably for all employees.
  • As the Contracting Officer's Representative, ensuring all AEP contracts meet the commitment of the contract and properly managing funds and Program budget.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Providing advice and assistance to supervisors, managers and employees
  • Managing conflict resolution as well as the ability to develop agency-wide initiatives
  • Managing the Affirmative Employment Program to include conducting barrier analysis and preparing the Management Directive (MD) 715 report
  • Assisting the Agency with the Federal employment process relating to the outreach, recruitment, employee development/advancement, and retention of employees
  • Developing surveys, gathering and analyzing data, and providing management with recommendations to resolve issues identified in the surveys
  • Managing agency-wide training to ensure Proactive Prevention and coordinating annual observances and annual mandatory EEO Training
  • Preparing the Disabled Veterans Affirmative Program Plan (DVAPP) and the Federal Equal Opportunity Recruitment Program (FEORP) Plan under the direction of the Director and in collaboration with the Human Resources Office
  • Conducting trend analysis and providing briefing information to leaders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

IAW Management Directive 110, Chapter 2: MANDATORY EEO COUNSELOR TRAINING REQUIREMENTS, new EEO Counselors must complete a minimum of thirty-two (32) hours of EEO Counselor training prior to assuming counseling duties, and to all EEO Counselors are required to receive at least eight hours of continuing EEO counseling training every year to keep informed of developments in EEO practice, law, and guidance, as well as to enhance and develop counseling skills.
