Duties

  • Plan, organize, and direct the activities in the APPLE Division.
  • Coordinate, and implement traffic management plans, programs, policies, procedures, transportation management systems and techniques incident to the preparation, movement, storage, and payment of personal property.
  • Provide technical direction, management and evaluation of the transportation, traffic management, and unit/volume movement aspects of Department of Defense (DoD) transportation movement program.
  • Monitor established traffic management operating procedures and controls to ensure the availability of responsive, efficient, and cost effective transportation and ensuring prompt payment penalties are minimized.
  • Work with Army JPPSO?s to ensure Transportation Service Providers (TSPs) comply with DoD established business rules and timely corrective action when appropriate.
  • Validate customer satisfaction services and survey results to improve service and mitigate negative trends.
  • Facilitate goals and objectives that integrate organization and personal property objectives.
  • Identify and review trends to optimize use of resources and maximize efficiency and effectiveness of the within the respective Army JPPSO.
  • Provide overall direction and vision on a wide range of personal property and administrative issues.
  • Plan include movement and/or storage of high volumes of personal property movements.
  • Provide technical assistance and advice to supervisors in regards to making decisions related to the movement and/or storage of personal property to other staff agencies.
  • Serve as the APPLE Plans, Strategy and Integration representative on various meetings conducted anywhere within the area of responsibility, program, management, or movement decisions.
  • Represent the APPLE with a variety of military service installations and functional/technical area organizations.
  • Investigative units at all levels of law enforcement, United States Transportation Command (USTC) and Storage Management Office (SMO). Defense Accounting Finance Service (DFAS) and other Service Finance Centers.
  • Receive, review and process elevated concerns: Evaluates and audits TSP/contractor services for compliance. Ensure applicable rate publications, tenders and personal property program requirements meet DOD standards.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. You will be evaluated on the basis of your level of competency in the following areas:

To qualify based on Specialized Experience GS-9: One year of specialized experience which includes experience coordinating with all modes of transportation for movement of personal property, passengers, and cargo; learning operating costs/budget forecasting, assist with conducting surveys of traffic management functions, and safety regulations. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

To qualify based on Specialized Experience GS 11: One year of specialized experience which includes experience managing all modes of transportation for movement of personal property, passengers, and cargo; operating costs/budget forecasting, conducting surveys of traffic management functions, and safety regulations.

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
