Duties

Reviews project plans and specifications prior to construction contract solicitation to determine practicability from a construction standpoint; i.e., physical obstructions such as wetlands or topography or other difficulties. Attends pre-bid and bid opening conferences to discuss principal construction features and requirements, in terms of methods, equipment and administration of activities at the site.

Oversight of detailed site surveys for plotting of profiles, cross sections and setting lines, levels and grades of pertinent features of the construction project. Observes all construction/renovation activities at all stages to identify problems, resulting in timely action in order to change detail or make recommendations prior to the occurrence of construction deficiencies.

Supervises inspection of construction/renovation operations for compliance with plans and specifications. Interprets plans and specifications to resolve differences of opinion and proposes solutions to construction/renovation problems of unusual difficulty and complexity. Assists in coordinating activities related to the construction/renovation projects and serves as the liaison between Central Office Facilities, contracting personnel, various contractors as well as other parties involved in the construction/renovation projects.

Qualifications

To be considered for the position, you must meet the following qualification requirements.

Education:

There is no substitution of education for specialized experience for this position.

Specialized Experience:

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:
  • Experience that demonstrates knowledge of construction concepts utilized in various trades, skills, practices, tools, techniques, equipment and processes usually employed in construction in order to effectively monitor construction/renovation progress.
  • Experience as a Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements.
  • Experience as a supervisor of craftspersons, equipment operators or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.

Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

This position IS NOT included in the bargaining unit.

The representative rate for this position is $95,920 per annum ($45.96 per hour).

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
