The Community Planning, Housing and Development (CPHD) Department is seeking a Fire Protection Engineer to join the Inspection Services Division's Plan Review team. This employee will be is responsible for examining fire protection systems and construction documents for commercial and residential structures, including new construction, additions, and alterations to existing buildings; to ensure compliance with the building design and fire protection standards as part of the Virginia Uniform Statewide Building Code (VUSBC). Projects are complex due to size, multiplicity of structures, advanced design of installed systems, and advanced construction methods and techniques.

Specific duties include:

  • Interpreting and enforcing codes, regulations, and ordinances for compliance with the International Building Code and Fire Code, NFPA Standards, and the VUSBC;
  • Conducting field visits to evaluate smoke control, alarm, and sprinkler systems;
  • Conducting field surveys of buildings and assisting inspectors with exceptional or unusual inspection issues;
  • Referencing cross plan reviews with Construction Plans Examiners, Engineers in the Department of Environmental Services (DES), and the Office of the Fire Marshal;
  • Providing code consultation services to builders, developers, engineers, property owners, architects, and other governmental agencies;
  • Performing onsite inspections with inspectors to provide additional technical support for code decisions;
  • Representing the County and Division at meetings and public hearings; and
  • Developing, participating in, and defending code change proposals at local, state, and national arenas.
The successful candidate will possess:

  • Experience applying modern principles and practices of the fire protection technical field;
  • Experience analyzing architectural plans, engineering plans, site plans, and shop drawings;
  • A commitment to customer-service and excellent communication skills;
  • Experience utilizing client-focused service-delivery systems and computer applications relevant to the field;
  • The ability to reach agreements with architects, engineers, developers, contractors, and government employees to provide compliance with applicable permitting, engineering, and code requirements; and
  • The ability to establish and maintain effective working relationships with diverse staff, community representatives, clients, and professional peers.

Selection Criteria
Fire Protection Engineer I/II Minimums:

Fire Protection Engineer I:
  • Bachelor's degree in Fire Protection Engineering or related field; and
  • The obtainment of Virginia state certification as a Fire Protection Plans Examiner within 12 months of employment.
Fire Protection Engineer II:

  • Bachelor's degree in Fire Protection Engineering or closely related engineering field.
  • Some responsible experience in fire protection engineering, including working with construction plans; and
  • Possession of Virginia state certification as a Fire Protection Plans Examiner, PLUS completion of the requirements to obtain an additional Virginia state plan review certification as Plans Examiner in a qualifying discipline (e.g., plumbing, structural, building, mechanical, and/or electrical) -OR- possession of a Professional Engineer license.
Substitution: Qualifying experience in construction plan review, code interpretation, design, development, or inspection of fire protection systems may substitute for the education requirement on a year for year basis.

Desirable: Preference may be given to applicants with one or more of the following:

  • Experience with the International Building and/or Fire Code, NFPA Standards, and VUSBC;
  • Experience reading and interpreting construction plans, documents, specifications, codes, regulations and/or ordinances;
  • Experience with the International Code Council (ICC) codes in commercial (and/or high rise) fire protection systems design, construction, or plan review;
  • Experience in the review and design of sprinkler, fire alarm and other wet and dry extinguishing systems;
  • Experience responding to public inquiries; and
  • NICET Sprinkler or Fire Alarm certification.

Special Requirements

  • The obtainment of Virginia state certification as a Fire Protection Plans Examiner within 12 months of employment.
  • Applicant must obtain, by the time of appointment, a valid driver license, and the authorize Arlington County to obtain, or provide a copy of official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.

You may be required to sign a release authorizing the County to obtain your background information.
