Position Information
Arlington County's Registrar's Office is seeking a Chief Deputy to the Director of Elections and Electoral Board to provide professional and technical assistance to the Director to conduct elections. This position's responsibilities include managing the Election Officer (Poll Worker) Program, managing administrative and technology activities for the Office, and ensuring that candidates for elected office comply with state election laws.

Major duties include:
  • Reviewing, interpreting, and implementing complex laws, regulations, and policies (local, State, and Federal) that vary for each election, change continually, and relate to the voting process such as candidate requirements, campaign finance disclosure processes, accessibility issues and others;
  • Managing issues relating to the election process that arise on a non-routine basis;
  • Representing the County at conferences and responding to inquiries from the press, public, and election officers;
  • Supervising administrative activities for department including, preparing budget, payroll, accounts payable, purchasing, travel, and personnel actions;
  • Maintaining Department's technology inventory and coordinating technology upgrades and needs;
  • Providing and making website updates for the department;
  • Analyzing data to prepare reports for Electoral Board and public; and
  • Serving as the Election Officer Program Manager by:
    • Recruiting, Hiring, training, and assigning Election Officers;
    • Ensuring Election Officers work in compliance of State Law;
    • Developing and conducting training activities for Election Officers; and
    • Maintaining Election Officer CRM Database.
The ideal candidate will be a self-starter, detail-oriented, team player who works well under pressure, and has the ability to meet multiple and sometimes conflicting deadlines.

Selection Criteria
Minimum: Bachelor's degree in Business, Public Administration, or related field plus extensive experience in staff supervision, budget, and application of election laws and procedures.

Desirables: Preference will be given to applicants with experience in one or more of the following:
  • Familiarity with federal, state, and local laws, rules, regulations, and policies related to voter registration and administration of elections.
  • Awareness of the use and operation of elections management and voter registration databases;
  • Developing and maintaining web pages;
  • Developing and implementing training programs; and/or
  • Managing volunteers and short-term workers.

Special Requirements
The applicant must be a qualified voter in the Commonwealth of Virginia (24.2-112 Code of Virginia) and complete VREO and CERA certifications within 3 years of hire.

The applicant must possess, or obtain by the time of employment, a valid motor vehicle operator's license from the applicant's place of residence and the applicant must provide a copy of or allow Arlington County to obtain a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
