All duties for the GS-5 will be developmental career ladder to the full performance Level (FPL) of the Facilities Service Assistant. The duties and responsibilities of this developmental position are essentially the same as described at the FPL (GS-6), except work at this level involves the accomplishment of technical services and practices by applying specific rules or procedures to complete actions. The duties are performed with a closer level of supervision and review of work than at the FPL. Completed work affects the accuracy and reliability of further efforts to perform the engineering and facility functions within the organization.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Major Duties:

Work Orders/ Equipment Inventory

Responsible for initiating, receiving, scheduling, coordinating and following up on work requests for Engineering Service through the use of the Engineering Equipment and Work Order Management System in support of maintenance and repair, utilities operations, safety, biomedical, projects and interior design work.

Focal point for the maintenance and operations section and works in close coordination and interaction with all sections of the Engineering Service, members of the health care team, physicians, nurses, pharmacists, psychologists, and administrators.

Responsible for processing the telephonic and electronic work order requests for accomplishment of maintenance, repairs, additions, alterations, and new construction

Performs work in support of purchasing/ and or procurement of contracts and purchase orders for construction projects, biomedical and facility contracts, services, products, supplies and/or equipment requiring practical knowledge of applicable operations, procedures, programs, policies, and regulations.

Serves as credit card holder, making purchases of authorized supplies, equipment parts, tools, maintenance repairs and services on equipment; the card holder must ensure purchase limits assigned to card accounts are not exceeded.

Administration/Program Resources Services Support
Assists the Chief Engineer in formulating and coordinating the Engineering Budget by performing the procedural and technical aspects of the budget maintenance, purchasing and forecasting.

Performs general program support functions involving he collection, compilation and/or tracking of data and program information and statistical information in support of the program operations.

Implements program objectives, policies, procedures and processes to administer, monitor and evaluate the effectiveness and productivity of the Engineering program (work orders, inventory, contracts, purchasing).

Performs work related to the acquisition and/or development of program information and resources.

Serves as a vital and important role in ensuring all Engineering employees are accurately compensated for their time and attendance.

Maintains time sheets and accurately inputs time and attendance data into the computer ; ensures timesheets are submitted and received by employees on time to issue accurate payroll adjustments.

To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-4 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: work that involves maintenance operation procedures, including reviewing project statements, specifications, and estimates for material and labor costs associated with maintenance projects, managing databases, preparing reports utilizing databases; and analysis of report data, record keeping, mathematical calculations and conversion for program costs, and administrative support functions. You must include hours per week worked.

To qualify for this position at the GS-06 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing work request, spreadsheets, word processing programs, and computer equipment/devices; and apprehends to work practices and terminology related to repair, construction of maintenance buildings (historic and architecture). You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements :

The work is primarily sedentary. The employee may sit comfortably to do the work. There may be some walking, standing, bending, carrying of light items such as papers, books or small parts. No special physical demands are required to perform the work.

At the highest level described in the standard, the work requires some physical exertion such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching; or regularly assigned to activities such as tracing misplaced items or conducting physical inventories in warehouses, depots and other storage areas, or when they are regularly involved in stocking and retrieving items from shelves and cabinets.
