AARP's Policy, Research and International Affairs leads the development and communication of AARP's public policies and, research and insights on the issues that matter to people 50-plus.

Directs the policy research agenda to drive and support public policy priorities within areas of expertise; collaborates with cross-functional teams to drive public policy campaigns and advocacy strategies. Cultivates and maintains strategic relationships with thought leaders and influencers across industries. Plans and implements research projects; writes reports and recommendations that demonstrate deep subject matter expertise, exhibit thought leadership, and support enterprise objectives. Collaborates with senior management in the development of strategic plans.

Responsibilities

  • Directs and manages direct reports in Housing and Livable Communities on the Public Policy Institute Family, Home and Community team and matrixed teams
  • Serves as internal and external thought leader in Housing and Livable Communities
  • Leads or assists with the development of the Livability Index and other Housing and Livable Communities strategic priorities
  • Supports development and execution of external relationships that promote strategic goals in Housing and Livable Communities
  • Analyzes federal and state legislative and regulatory proposals and provide objective policy analysis to inform national and state debates and the organization's position and engagement
  • Conducts policy research and analysis to identify opportunities and develop solutions for external and internal stakeholders
  • Produces written reports and convenes public meetings to disseminate findings, share best practices, and advance solutions

Qualifications

  • Master's degree or equivalent in, Public Policy, Political Science, Urban Planning, Social Sciences or a related discipline and 10+ years of relevant and progressively responsible experience in government, the private sector, or a non-profit organization engaged in housing development, policy and/or research initiatives, or equivalent combination of training and experience related to the duties of the position. Demonstrated knowledge of Housing Issues including Accessory Dwelling Units and Zoning, Homeowner and Renter Stability, and Housing equity/discrimination required, along with familiarity with other Livable Community issues, including Transportation and Land Use.
  • Demonstrated ability to work effectively in a team environment and building strategic partnerships with colleagues across AARP (including national colleagues and state offices) to advance AARP's policy and consumer goals.
  • Demonstrated strategic thinking and planning skills and the ability to communicate strategic plans to the team and to others.
  • Minimum of 5+ years managing a diverse team of professionals or experience managing a cross-functional team of professionals, with demonstrated success in managing teams for results, and in mentoring and developing team members. Comfortable managing as well as executing projects as required.
  • Demonstrated ability to work and collaborate effectively in a team environment, including building strategic partnerships with internal and external colleagues to advance stated policy goals. Demonstrated experience successfully navigating a large, complex environment is highly desirable.
  • Excellent oral and written skills, including an ability to communicate complex policy ideas and analyses to a broad and diverse audience. Demonstrated ability to communicate with audiences using different forms of communication (e.g. written, oral, print/broadcast media, and digital/social media).
  • Ability to develop, manage and oversee budgets with accuracy and precision.
  • Proven ability to manage effectively in a matrix environment, contribute to cross-functional efforts, and collaborate across business units in a complex organization.
  • This is an in-office position and the ability to work effectively surrounded by moderate noise is required.
  • Demonstrated verbal communication skills required.
