AARP's Community, State and National Affairs (CSN) Group includes Government Relations, Programs, Volunteer Engagement, Community Outreach and Advocacy at the federal, state and local levels. It delivers on AARP's social mission by educating and engaging people 50-plus and their families, strengthening communities, and championing issues that help give people financial and health security.

The Legislative Representative advocates for policies that support Americans 50 and older in the areas of prescription drug access and affordability, vaccines, Medicaid health coverage, and related issues. Leverages Association relationships and directly lobbies Congress and the Executive Branch and negotiates on behalf of AARP regarding the content of legislation and regulations. Supports AARP colleagues and state offices as necessary with issue leadership, coordination, technical resources, legislative drafting and analysis, drafting statements and testimony, and strategy development, especially as they relate to federal activity. In all interactions, works collaboratively with colleagues across the Association, including in AARP state offices, national office leadership, communications, campaigns, and programs.

Responsibilities

  • Serves as AARP's point federal advocate and lobbyist on issues related to prescription drug access and affordability, vaccines, Medicaid health coverage, and other health security matters, and supports AARP state office advocacy on these topics as necessary.
  • Analyzes legislative and regulatory proposals, communicates regularly with Congressional/Administration staff and Members regarding AARP policy goals, and contributes to internal and external advocacy materials.
  • Builds and strengthens AARP's reputation and relationships with other key organizations and stakeholders and promotes AARP's public policy agenda to those audiences.
  • Works closely with AARP colleagues in States, Campaigns, Policy Development, Programs, Office of Diversity Equity and Inclusion, and other departments to drive robust and proactive advocacy to protect the health care access and affordability of Americans 50 and older.
  • Serves as a spokesperson with local, state and national press and with legislative and non-legislative audiences on issues related to the health security of older adults to position AARP as a credible source of information on legislative and regulatory issues.
  • Alerts AARP's leadership to emerging policy issues and questions that may affect or conflict with AARP's membership and/or business practices.
  • Identifies, supervises and works with outside consultants and issue experts to advance AARP's advocacy agenda.
  • Complies with federal and state lobbying registration and conduct requirements, as necessary.

Qualifications

  • Completion of a Bachelor's degree or higher in Political Science, Public Policy, or Law and 8 years relevant and progressively responsible substantive legislative and regulatory experience in government, the private sector, or a non-profit organization; or an equivalent combination of training and experience related to the duties of this position.
  • Extensive federal-level advocacy expertise in a governmental agency, legislative or intergovernmental advocacy organizations environment, and a proven passion and commitment to consumer advocacy.
  • Extensive issue expertise in prescription drug access and affordability, vaccines, Medicaid health coverage, or other health security issues.
  • Extensive experience in the preparation and presentation of policy positions (issues briefs, testimony, etc.) particularly involving health security issues.
  • Ability to analyze legislation and regulations thoroughly and effectively and to apply research results to justify or support Association policies and positions.
  • Demonstrated ability to work effectively in a team environment, including building strategic and solid partnerships with colleagues in our national and state offices to advance AARP's advocacy goals. Must have extensive issue knowledge of relevant advocacy issues and demonstrate same through strong written and verbal communications.
  • Demonstrated ability to adhere to specific guidelines for developing and implementing integrated issue campaigns to achieve organizational goals, emphasizing teamwork throughout.
  • Moderate Noise (Examples: Business Office with Typewriters and/or Computer Printers, Light Traffic


Flexible Work Arrangement (FWA)

AARP observes Mondays and Fridays as telecommuting workdays, except for essential functions. Remote work and telecommuting can only be done within the United States and its territories.
