Job Summary:

The International Food Policy Research Institute (IFPRI) is seeking a qualified applicant to fill the position of Budget and Contract Specialist II in the Environment and Production Technology Division (EPTD) for the Program for Biosafety Systems (PBS). PBS provides global regulatory advisory services, research and capacity building program with a stated mission to empower and support partner countries in Africa and Southeast Asia in the responsible use of agricultural biotechnology through the development of science-based, effective biosafety systems. The program is funded primarily by the United States Agency for International Development (USAID). It also receives funding from other US government entities, associations, foundations and universities. PBS implements its activities through primary USAID contracts and subcontracts with partner institutions “in country”, US-based institutions (including but not limited to U.S. universities), and a team of independently contracted consultants.  As such, the program requires an especially high level of experience and knowledge with the contracting and budgetary reporting requirements specific to USAID.  Additionally, the applicant will be required to provide continued analysis of the budgets to execute contracts and maintain financial reporting in accordance with the specific requirements of IFPRI.

The combination of donors and multiple types of contracting mechanisms to implement its program of work increases the complex level of skills needed for financial management and contracting to ensure adequate oversight, procurement and contracting, donor compliance, tracking of funds and sources, budgeting, and reporting

The position is based in Washington D.C., and is a two-year, exempt appointment, and is renewable depending on performance and funding.


Essential Duties:

  • General financial management of the Program for Biosafety Systems; ensure that financial functions support the timely, effective and efficient implementation of the program with a diverse group of partners, staff and funding sources.
  • Liaise with USAID bureaus, missions, and partners regarding PBS financial activities.
  • Prepare multi-year proposal budgets and related budget narratives for submission to USAID and other applicable donors, using appropriate donor and IFPRI templates.
  • Prepare annual work plan budgets for submission to donors.
  • Monitor expenditures vs. budgets to ensure the expenditures are compliant with donors’ policies.
  • Prepare quarterly pipeline analysis for the Program Director and donors to track obligations and ensure that expenditures are within the obligation limits.
  • Review partner’s budgets, scope of work and other contractual obligations in compliance with IFPRI contractual and financial provisions including donor mandated provisions.
  • Request and review partners/consultants/collaborators submission of quarterly financial reports in a timely manner. Provide guidance and update financial status of funding to the program Director, regional coordinators, partners, and collaborators.
  • Monitor project advances to ensure sufficient funds are available to conduct annual program activities. Follow up for timely liquidation of advances.
  • Provide direct and continual senior level, leadership advice to Program Director for strategic management of resources commensurate with the demands of a dynamic and expanding scope of activities and objectives.
  • Review travel expense reports to ensure compliance with USAID, IFPRI regulations.
  • Assist IFPRI finance office on external audits; provide supporting documents, justifications to address external auditor’s enquiries.     
  • Preparation/review budgets for special activities: workshops, meetings, special events.
  • Review monthly PSR reports to ensure the records are accurate, and up-to date; recommend/execute corrective actions to rectify errors in accounting transactions.
  • Assist Program Director, Regional Coordinators and other colleagues for any finance and program related issues arise during the course of program implementation.
  • Prepare oral and written presentations on program financial status/needs, as needed, for annual meetings, donors, staff updates.
  • Provide periodic training to field office accounting staff regarding USAID financial regulations, and IFPRI financial reporting procedures.
  • Submit quarterly VAT reports to USAID for buy-in agreements and submit an annual VAT report as requested by the Mission. Due dates for submission of the reports will be specified in the IFPRI deliverable status report or as specified by the Mission.
  • Obtain most recent annual audit report from sub-contractors and keep track of the reports and the critical recommendations.
  • Prepare annual audit inventory for subcontractors receiving over $25,000 per annually or as specified by the Mission.
  • Other duties as assigned.


Required Qualifications:

  • Bachelor’s degree in accounting or related field; a C.P.A. or professional accomplishments and experience of a similar status plus five (5) years relevant experience. Or Associate’s degree in related filed plus seven (7) years of relevant experience
  • Understanding and experience with USAID contracting regulations and budgetary practice essential, including an understanding of Federal Financial Management Procedure including USAID handbooks, Federal Acquisition Regulations (FAR) and OMB circulars.
  • Experience in developing complex budgets and coordinating budget process, reviewing accounting transactions, developing financial projections and reports.
  • Solid composition, grammar, and proof-reading skills, with the ability to compose correspondence and reports, excellent written and oral English communications skills.
  • Ability to handle multiple tasks & prioritize tasks with minimal supervision in a fast-paced environment.
  • Skills sets that demonstration problem solving abilities, good organization, and attention to detail.
  • Ability to work under pressure and respond to deadlines in a timely manner.
  • Ability to work across diverse cultures.
  • Demonstrated proficiency with computers: Experience with MS Office, especially Microsoft Word, Outlook, Advanced Excel and PowerPoint required.
  • Ability to work in a diverse, multi-cultural environment.
  • Willing to meet IFPRI’s requirements for accessing office buildings.
  • Ability to travel, including internationally.
  • Be in possession of appropriate travel documents (passport, health certifications, etc.)


Preferred Qualifications:

  • Familiarity with the CGIAR.


Physical Demand & Work environment:

  • Employee will sit in an upright position for a long period of time
  • Employee will lift between 0-10 pounds.
  • Employee is required to have close visual acuity to perform activities such as: preparing and analyzing data and figures; transcribing; viewing computer terminal; extensive reading.
