Job Announcement

Works within the Stormwater Infrastructure Branch and is responsible for managing the Outfalls and Channels Section. Work includes outfall restoration projects, improving county maintained infrastructure, the design and implementation of stormwater improvement projects, the open channel conveyance system inspection program and asset data collection effort, meetings with various stakeholders and the Board of Supervisors, contract administration, construction project management, performing design and analysis, plan review, project prioritization, stream restoration maintenance and reporting, and coordinating various permits with local, state and federal agencies.
  • Manages the maintenance and rehabilitation of the county's storm drainage conveyance and flood control systems, including: outfalls, open channels, swales, streams and some storm pipes and structures.
  • Develops engineering solutions to achieve outfall channel and stream restoration; pipe system component repair, rehabilitation or replacement; and retrofit projects in support of the county's asset management program and water quality compliance requirements.
  • Oversees the routine inspection program for improved channel systems to support the county’s asset management and inventory program.
  • Responsible for the inspection and oversight of previously restored stream systems for water quality verification and reporting purposes.
  • Resolves storm drainage, flooding, or stormwater management related issues and situations where conflicting or competing interests may arise.
  • Leads and develops project scope, schedule, engineering contract, design, cost estimates, permits, stakeholder outreach, correspondence, and construction management.
  • Leads, coordinates and manages project logistics, staff, and resources from a variety of internal and external sources including technical, legal and other specialty engineering and construction fields.
  • Provides quality control and quality assurance for all assigned work.
  • Participates, develops and implements the annual work plan and budget.
  • Ensures compliance with federal, state and county permitting requirements as they relate to the storm conveyance system.
  • Seals and signs engineering work products prepared within the work group.
  • Promotes safety awareness and enforce safety procedures.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus five years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license.
  • Professional Engineer (PE) or Registered Architect (RA)
  • DEQ Stormwater Management Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
  • VDOT Work Zone Traffic Control Certification (Advanced) within 18 months of hire.

An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a Professional Engineer or Registered Architect, signs and seals own work product and/or that of subordinate staff.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a pre-employment physical examination to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. PREFERRED QUALIFICATIONS:
Experience in the design and/or project management of open channel or stream restoration projects that implement natural channel design techniques. Knowledge and experience designing storm drainage and flood mitigation systems with the use of hydrologic and hydraulic modeling. Experience leading diverse groups of professional, technical and/or field staff in public infrastructure management including design, construction, and maintenance. Effective supervisory, team leadership, and program/project management skills. Experience managing architectural or engineering contracts and the completion of stormwater project construction plans for implementation. Experience managing teams in the implementation of storm drainage and mitigating environmental projects. Knowledgeable with applicable environmental regulations. Contract and budget management experience. Excellent communication skills.

PHYSICAL REQUIREMENTS:
Ability to perform field investigation on storm drainage, storm structure rehab, floodproofing, channel restoration, roadway improvement, trail and pond construction and improvement or maintenance type projects, etc. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, and personal fall arrest harness, emergency retrieval system. Ability to operate a motor vehicle to drive to/from job sites, off-site meetings, training and/or conferences. Ability to operate keyboard driven equipment. Ability to push, pull, stoop, walk, climb, bend, lift and carry objects weighing up to 90 pounds with assistance and ability to walk/traverse rough, icy, broken terrain, go up and down steep hills, slopes and steps at a sustained rate. All duties performed with or without reasonable accommodations.
