Job Announcement

The Utilities Design and Construction Division, Streetlights and Developer Default Branch , in Capital Facilities ( CAP ), in Fairfax County is seeking for a Construction Maintenance Project Manager who will be responsible for all phases of contract administration, from contract document preparation through post construction. Projects to include developer defaults, transportation, wastewater, and stormwater projects. Manages all aspects of A/E contracts and construction contracts to ensure quality, timely delivery, and cost effectiveness of the project. Monitors, schedules, and coordinates work performed by construction contractors. Has lead role in claim avoidance, contract dispute negotiation and resolution, and solving complex engineering and/or construction problems. Initiates and completes processes required for bond release of developer default projects. Prepares and coordinates all aspects of Virginia Department of Transportation (VDOT) secondary street acceptance procedures for roadways to be accepted for state maintenance. Provides technical constructability reviews during all phases of design and coordinates with all stakeholders during construction. Reviews inspection reports, performs inspections, and takes any appropriate action necessary to correct construction deficiencies and conflicts. Works closely with Land Development Services (LDS), and other county agencies with the primary goal to complete developer default projects. Works closely with VDOT and other county agencies on VDOT secondary street acceptance. Performs detailed constructability reviews of plans and specifications prepared by designers. Makes reviews at various stages of development on plans and construction documents to reduce constructability problems, change orders and to determine if plans and specifications meet county requirements. Attend meetings, as necessary. Highly motivated and possess the skills necessary to work in a fast-paced collaborative team environment. Candidates must have excellent written, analytical and verbal communication skills.

Illustrative Duties

  • Performs contract administration on architectural/engineering (A/E), planning and/or construction contracts for facilities renovation, maintenance, stormwater facilities, transportation facilities, and other County projects from inception, design, award, construction and through the warranty period;
  • Manages A/E and/or construction contracts, develops project scopes, budgets and schedules;
  • Provides quality control to ensure construction process achieves the required goals and meets project specifications;
  • Interprets construction plans and specifications, initiates actions to correct deviations or violations;
  • Plans, monitors, manages and coordinates work performed by construction or maintenance contractors;
  • Supervises professional, paraprofessional technical and administrative personnel assigned to the project;
  • Ensures compliance with Federal, State and County codes;
  • Reviews work in progress for cost and compatibility with County standards, operational needs and regulatory/permit compliance;
  • Verifies invoices for payment;
  • Coordinates and resolves utility conflicts;
  • Maintains project files and documentation;
  • Ensures necessary field inspections are conducted to verify compliance with the applicable code requirements of the Virginia Uniform Statewide Building Code, with the Public Facilities Manual, Erosion and Sediment Control Standards, as well as other Commonwealth laws and regulations relating to construction projects;
  • Prepares reports, studies and evaluations on contracts, and bid documents;
  • Facilitates and conducts meetings with public groups, citizens and other stakeholders to gain support for projects, explain issues and resolve conflicts;
  • Ensures clear and thorough communication with public and/or involved parties on all aspects of projects;
  • Prepares and presents reports to citizen groups, boards and commissions;
  • Attends meetings and conferences.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university with a bachelor's degree in Civil Engineering, Landscape Architecture, Environmental or Life Sciences, Construction Management, Business Administration, Facilities Management or related field; plus four years of progressively responsible experience in the supervision or management of construction or maintenance projects, including at least two years of experience in contract administration.
CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:
  1. Construction coordination experience in engineering field, especially areas related to transportation, stormwater, and wastewater projects.
  2. Experience in supporting the planning, budgeting, design construction, project management, and contract administration of transportation, stormwater, and wastewater projects.
  3. Extensive expertise, minimum three years, in managing multiple projects concurrently.
  4. Experience working with VDOT and Fairfax County on the Secondary Street Acceptance process.
  5. Valid VA DEQ Erosion and Sediment Control Inspector certification.
PHYSICAL REQUIREMENTS:
Must be able to physically negotiate rough terrain and typical construction sites, be able to hear normally in order to recognize backup alarms of the construction equipment. Able to safely climb construction ladders. Ability to lift up to 50 pounds with assistance. Ability to communicate with the public and perform field investigations. Ability to work in extreme temperatures. All duties performed with or without reasonable accommodations.
