The Department of Environmental Protection DEP, Business Section provides financial management and strategic policy and business support for the Recycling and Resource Management Division (RRM). DEP maintains the Solid Waste Enterprise Funds. The primary role of the Business Section is to provide prudent financial management and strategic business support to RRM’s mission, policy(s), programs and operations to continue providing world class services to the business and residences of the County. In general, financial management of the enterprise fund (s) includes maintaining fiscal health and stability, complex rate calculation for annual expenses and revenues projections, budget formulation and execution, fiscal analysis, and financial modeling. The Recycling and Resources Management Division seeks a Management and Budget Specialist II to provide quantitative and qualitative analysis, evaluate trends, and perform programmatic assessments for current and future activities to ensure integration among the strategic business planning, budget analysis, and execution of solid waste programs and operations for the annual operating budget of $130 million+, and CIP projects of about $87 million.
Key responsibilities include, but are not limited to:
• Evaluate budget requests and apply a range of bench marking, trend analysis, future projections, program assessment, and valuation techniques for all solid waste activities
• Prepare ongoing and ad hoc analyses, reports & presentations of the challenges to specific budget issues and the economic impact to the integrated solid waste management system
• Understand and apply accepted financial management techniques and principles when evaluating projections and the effect on solid waste rates while adhering to guidelines and instructions from OMB, Finance, and Office of Procurement
• Conduct business and budget planning analysis including, but not limited to, budget-vs-actual expense analysis, identify opportunities and constraints to maximize revenues, management of fixed assets, monthly reconciliation of transactions, and assessing externalities affecting waste export and tons delivered.
The ideal candidate should possess strong analytical, critical thinking, and problem-solving skills; must be able to organize, prioritize, and accomplish assignments/tasks on schedule; perform highly detailed, meticulous work efficiently and accurately; be flexible and have a positive attitude; and be able to effectively communicate both written and orally.
Minimum Qualifications:
Experience: Two (2) years of professional experience reviewing, analyzing and monitoring operating and/or capital budgets, including analysis of and reporting on management and programmatic issues having budgetary implications.
Education: Graduation from an accredited college or university with a Bachelor’s Degree.
Equivalency: An equivalent combination of education and experience may be substituted.
