Annually, DHCD finances approximately 2,700 units of multifamily rental housing in 40 properties, amounting to $350 million in construction and permanent financing. Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low income housing tax credits, federal HOME funds and other federal funds. Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.

The Neighborhood Business Works division works within the Department to administer a wide range of funding to support Maryland businesses. The Neighborhood Business Works division has assisted over 47,000 businesses in the last 9 years .

These Underwriter positions perform a level of work examining, analyzing, and interpreting financial and or construction data that may include but is not limited to financial statements, income statements, tax statements, profit and loss statements, cash flow, construction documents such as contracts, plans, specification, blue prints, construction budgets, feasibility studies, environmental studies, geotechnical studies, change orders, notice of completion, etc. These positions also perform financial analysis of applicants documents to determine eligibility (as applicable) for Community Development Administration programs including but not limited to mortgage lending, energy assistance, grants, rental assistance, business lending, special loans, multifamily housing finance, housing rehabilitation, infrastructure and neighborhood rehabilitation. Employees in this classification receive general supervision from a Sr. CDA Lending and Risk Analyst Manager or Director. These positions may require travel throughout the State of Maryland to attend conferences, hearings, meetings or site inspections.
