Duties

The incumbent must possess a working knowledge of media policy, law, and regulation. Incumbent drafts a wide variety of documents including agenda items, staff decisions, briefing papers, notices of proposed rulemaking, reports and orders, memoranda, and public notices related to television licensing, transactional and broadcaster reimbursement issues. The matters addressed may include but not limited to the following:
  • Analyze comments and draft portions of matters related to multiple ownership waivers and other compliance issues in conjunction with assignment and transfer applications;
  • Analyze and draft appropriate documents related to broadcaster compliance with rules in conjunction with the license renewal application process.
  • Coordinate with participating Bureau's/Offices (e.g. Office of General Counsel, Wireless Bureau, Consumer & Government Affairs Bureau and the Office of Managing Director) on issues such as novel legal issues, broadcast auctions, reimbursement payments, consumer outreach.

The documents may involve complex fact patterns and present policy and decisional questions of first impression. The legal work requires research and comprehensive analysis. The incumbent conducts special studies, if necessary and prepares memoranda or other documents concerning legal, policy, technical, or legislative matters related to services and proceedings handled in the Media Bureau.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.

Professional law experience is the experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the next lower grade level in the Federal service. For this position, specialized experience includes the following:

For GS-905-11: Possess a Juris Doctorate (J.D.) or LL.B from an accredited ABA law school and possess active bar status in good standing.

For GS-905-12: Possess a minimum of one year of professional law experience and at least one year must be equivalent to the GS-11 level in the Federal Service. For this position, professional experience includes the following:
  • Conducting in-depth legal research;
  • Drafting legal documents; and
  • Providing input regarding the resolution of legal issues.

For GS-905-13: Possess at least two years of professional law experience and at least one year must be equivalent to the GS-12 level in the Federal Service. For this position, professional and specialized experience includes the following:
  • Conducting in-depth legal research;
  • Preparing complex legal documents;
  • Developing research strategies for legal issues;
  • Writing documents such as briefs, research memoranda and report summaries with analyses and recommendations; and
  • Making oral presentations and communicating research results.

For GS-905-14: Possess at least three years of professional law experience and at least one year must be equivalent to the GS-13 level in the Federal Service. For this position, professional and specialized experience includes the following:
  • Interpreting communication laws, statutes, regulations and/or rulemaking documents;
  • Analyzing legal issues including weighing implications, identifying potential problems and proposing solutions;
  • Writing documents to include briefs, issue papers, and report summaries with analyses and recommendations; and
  • Representing an organization and communicating its policy and/or legal position.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.
