Duties

  • Manage contract program area requirements that result in procurement.
  • Responsible for Brigade-level centralized contract management and oversight.
  • Evaluate Surface Deployment and Distribution Command (SDDC) Brigade and subordinate unit level contract requirements using a basic range of applicable qualitative and quantitative methods to assess and recommend improvement of internal processes.
  • Represent the Brigade during Surface Deployment and Distribution Command (SDDC) multifunctional team working groups in identifying, developing, and aggregating requirements.
  • Frequently interfaces with Surface Deployment and Distribution Command staff to establish and maintain open lines of communication for collecting, organizing, analyzing pertinent contract-related guidance/data information.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • SECRET CLEARANCE - This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • FINANCIAL DISCLOSURE - This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • TERM POSITION - This is a Term position scheduled to last 13 months. A term position may be extended to a maximum of six years depending upon the needs of management.
  • OBLIGATED POSITION - An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • Pursuant to EO 14043, all Federal employees, regardless of duty location or work arrangement, must be fully vaccinated for COVID-19 by November 22, 2021, or before entrance on duty if after November 22, subject to exceptions as required by law.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Evaluate all brigade contract program area requirements that result in procurement of supplies, services, or construction, including but not limited to, new and existing contracts, option years, contract modifications, re-competes, extensions, bridges, blanket purchase agreements, and purchase orders; 2) Maintain brigade-level centralized contract management and oversight for receiving and submitting contract requirements to higher headquarters for execution; and/or 3) Represent the brigade in identifying, developing, and aggregating requirements, and working through results with management. . This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
This is a TERM position not to exceed 13 months.
  • Position may be filled as a temporary promotion or temporary reassignment NTE 13 Months by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years, and may be made permanent without further competition.
  • Position may be filled as a term appointment NTE 13 Months, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of six years.


  • Education

    FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.     • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
