Duties

The candidate serves as the senior-level technical and policy advisor to the Associate Administrator, and is responsible for developing, reviewing and evaluating the organization's environmental analyses, strategies, direction, policies, procedures and practices, including designing and implementing comprehensive analyses across PHMSA.

The Senior Advisor for Environmental Policy and Analysis:
  • Is responsible for policies, programs, and technical assistance to promote effective decision-making as it relates to pipeline and hazardous materials transportation environmental review requirements. In addition, the incumbent directs a program of studies to collect data and evaluate pipeline and hazmat policies, environmental requirements, congressional reports and rulemakings to provide environmental analyses required to support new polices and rulemakings.
  • Serves as the technical advisor to the Associate Administrator on the formulation, review, and analysis of environmental policy as it relates to the hazardous materials and pipeline programs.
  • Analyzes and assesses the environmental, social, economic, and statistical impacts of new rulemakings and regulatory proposals as well as current hazardous materials and pipeline policies and programs, particularly in the area of approvals and special permits, where the Agency may consider a deviation from existing regulations.
  • Develops Agency regulations, policies, standards, and guidelines to comply with CEQ regulations for implementing NEPA and other related laws, regulations, and Executive Orders. Consults with PHMSA partners, customers, and field units to more effectively use NEPA principles and the NEPA process to advance strategic goals.
  • Coordinate internally and externally with other Federal/State agencies, industry, the public, and other interested parties, representing the Administrator, other executives and stakeholders, with full authority to commit the organization to action.
  • Participates as the senior PHMSA representative on appropriate intra-departmental, inter-governmental, industry, and professional society committees and task forces for matters related to PHMSA environmental policy activities.

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).


Qualifications

To meet the minimum qualifications for this position, you must meet the following experience requirements and ensure that this experience is well described in your resume:

To qualify for this position, you must have at least one (or more) years of equal or equivalent:
  • Experience (at the GS-15 grade level or equivalent) in the environmental review process for proposed Federal actions, including policies, programs, issues, and procedures.
  • Experience evaluating programs and policies in one or more of the following areas: regulatory development, data strategy and analytics, and or economics; and providing effective and efficient recommendations that impact strategic objectives and organizational goals.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • External Awareness - Understands and keeps up-to-date on local, national, and international policies and trends that affect the organization and shape stakeholders' views; is aware of the organization's impact on the external environment.
