Duties

Director of the Global Europe Program will perform the following major duties and responsibilities:
  • The program director serves in a full-time capacity as the Wilson Center's lead in-house expert and strategist on matters pertaining to Europe and serves as an advisor to executive leadership of the Wilson Center on these issues.
  • Designs and implements a schedule of high-impact activities to improve understanding about Europe and US policies, which include research, reports, publications, meetings, panel discussions, conferences, seminars and targeted briefings involving individuals from the scholarly, business, media, governmental and non-governmental office (NGO) worlds.
  • Represents the Wilson Center to outside audiences including policy and business leaders, professional associations and other key constituencies.
  • Acts as a key media spokesperson for the WC on Europe related issues with the media and develops media events to promote the programs and the WC. Also supports scholars and alumni scholars to build media interactions.
  • Helps build knowledge and share expertise on Europe's relationship with other regions of the world, regulatory regimes in Europe and regional organizations including the EU,NATO and OSCE as well as U.S. policy development in coordination with key policymaking communities, including Congress.
  • Develops and executes fundraising strategies including funding from foundations, governments, private donations from individuals, companies and organizations to maintain and expand the program, and oversees all expenditures to ensure the proper use of and reporting on resources and donations.
  • Oversees the operations of the program, and supervises and manages the performance of staff within the program.
  • Works in cooperation with the Scholars and Academic Relations Office to recommend scholars for appointments for periods of residency and cooperates in the administration of an annual international fellowship competition.
  • Collaborates closely with resident and non-resident scholars to ensure maximum synergy between programmatic priorities and scholarly research.
  • Collaborates on Center-wide projects, themes, special activities and new initiatives that advance the Center's mission and interests and that cut across Center programs.

Qualifications

Incumbent must possess a demonstrated mastery of a particular discipline, area study, or related field (i.e., political science, international relations, environment, law, history, etc.) related to public policies in the European region and U.S. foreign policy related to the region. Such mastery is evidenced by the possession of a Ph.D., M.A., J.D., and/or equivalent directly related professional experience reflected in the duties outlined above; entrepreneurial, managerial, and administrative ability to direct a major program designed to bring cutting-edge scholarship to focus on public policy issues related to the European region; experience in planning, supervising, evaluating, and coordinating the work of others; recognized record of publications and media presence as an expert on issues; demonstrated ability to make effective oral presentations; ability to establish and maintain good working relationships and to work effectively as part of a team; and administrative and interpersonal skills sufficient to direct, organize, coordinate, and accomplish the overall mission of the Wilson Center through the work of their office. Previous experience working with and/or advising Congressional staff/Members and federal government officials is required. This position also requires expert knowledge of national, international, governmental and non-governmental organizations that fund work on the European region, including skill in grant writing and grant administration with a proven record of success in order to solicit funding in support of program staff salaries and programming.

To qualify for this position, applicants must meet the criteria below:

1. Selective Factors (SF):
  • Previous experience working with and/or advising Congressional staff/Members and federal government officials is required, and;
  • This position also requires expert knowledge of national, international, governmental and non-governmental organizations that fund work on the European region, including skill in grant writing and grant administration with a proven record of success in order to solicit funding in support of program staff salaries and programming.

Applicants who do not meet the SFs will not be eligible for further consideration for this position. This must be supported in your resume / CV and attaching a copy of your academic records showing conferral of the degree.

2. Basic Requirement in A, B, or C below:

The occupational series (0101, Social Science series) requires applicants to meet the basic requirement in accordance to the Office of Personnel Management (OPM) Qualification Standards :

A. Degree: Behavioral or social science; or related disciplines appropriate to the position; for example, international relations or political science. (Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study with at least 24 semester hours of behavioral or social science courses); or
B. Combination of education and experience that provides knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; or
C. Four years of appropriate experience that demonstrated knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

3. Specialized Experience:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
