Duties

  • Develops advice and guidance for assigned organizations on the preparation of budget estimates, and prepares detailed analyses and critiques of estimates provided.
  • Provides recommendations to senior budget analyst.
  • Monitors, reviews, and analyzes the execution of the approved budgets to assure that funds are properly allocated and are being committed, obligated and disbursed in a timely and effective manner in support of authorized management objectives.
  • Determines the amount and timing of funding ceilings to be distributed among subordinate offices in response to changes in programs, staffing levels, and/or fund availability.
  • Recommends and executes actions on funds request and programs funds between offices to finance new and/or revised requirements and to support accomplishment of planned operations.
  • Drafts and issues procedural instructions and guidance for use by assigned organizations in planning and estimating funding needs.
  • Conducts a fiscal review of the proposed obligation to ensure it meets the intent of the appropriation law, is proper in amount, and is being obligated in the correct fiscal year (purpose, time, amount review).
  • Prepares a variety of reports covering the status of funds, expenses, and obligations.

Qualifications

To qualify for a Budget Analyst your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Preparing estimates of annual funding needs.
  • Assuring that obligations and expenditures of funds are in accordance with existing laws and regulations.
  • Recommending adjustments to the allocation of funds within budget accounts.
  • Evaluating changes in program funding and developing recommendations for financial and/or budgetary actions.


Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

  • Financial Management Certification: This position requires DoD Financial Management Level II certification within 2 years in accordance with DoD Instruction 1300.26,DoD Directive 5118.03 and section 1599d of Title 10, U.S.C. Once obtained, you must maintain and improve proficiency.
