Duties

The working title for this position is Physical Scientist (Development). As a Physical Scientist (Development), you will perform the following duties:
  • Serve as the lead project manager providing effective and efficient execution and coordination for various environmental modeling and analysis activities at the Environmental Modeling Center (EMC).
  • Lead EMC efforts in planning and improvement of environmental modeling and analysis activities, focusing activities on enhancements, transitions-to-operations, and maintenance of the environmental numerical prediction and analysis systems comprising National Centers for Environmental Prediction's (NCEP) operational production suite.
  • Ensure proper scheduling and allotment of budgetary, computing and contract resources to meet scientific and technical performance goals.
  • Serve as the primary liaison to internal and external agencies on managing program/project reporting and communication, including coordinating interactions across EMC as well as interactions of EMC with other National Centers for Environmental Prediction (NCEP) centers, National Weather Service (NWS) and National Oceanic and Atmospheric Administration (NOAA) portfolios, NOAA labs, and the broader community; and leading the coordination of reporting and communication on EMC's environmental modeling and analysis activities.

These duties are described at the full performance level of the GS-14. The GS-13 is developmental leading to such performance.

At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

CONDITIONS OF EMPLOYMENT: At full performance level (GS-14), it is required to obtain and maintain Medium-level FAC/PPM (Federal Acquisition Certification for Program and Project Managers)

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

EDUCATION:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

-AND-

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-13 level:

SPECIALIZED EXPERIENCE: In addition to the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following:
  • Coordinating programs or projects related to the implementation of environmental modeling systems from research into operations; and
  • Collaborating with partners on environmental modeling and analysis program or projects.

To qualify at the GS-14 level:

SPECIALIZED EXPERIENCE: In addition to the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience MUST include all of the following:
  • Leading program or projects related to the implementation of numerical forecast systems from research into operations; and
  • Providing guidance to partners on environmental modeling and analysis programs or projects.


Education

Substitution of education for specialized experience is not applicable to this vacancy.

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned.
