Duties

As a Human Resources Specialist (Military) at the GS-0201-12/13 some of your typical work assignments may include:
  • Serves as a Human Resources (HR) Specialist (Military) special advisor to the Chief, Manpower and Military Personnel Department Joint Reserve Program in the Defense Threat Reduction Agency, Human Resources Directorate.
  • Develops guidance, procedures, and standards for new and or changing program areas.
  • Ensures that all policy, regulatory and program issuances are properly integrated with other staff actions and are thereby fully supportive of the Agency's mission requirements.
  • Plans and carries out complete projects or portions of broader studies to resolve controversial issues or problems at multiple levels.
  • Analyzes significant Military HR management issues and problems and develops recommendations and alternative solutions for review, approval and decision by management. Serves as a policy expert for Reserve Military Personnel program and recommends/implements changes, expansion, or revisions to DoD and OPM instructions and guidance material and comments on new proposals as requested; develops, coordinates and issues approved requirements, procedures, plans and policies for implementation; evaluates adequacy of the Reserve Military Personnel program to determine the need for significant revisions, and proposes changes as needed.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Directs and coordinates all Congressional/special interest correspondence regarding military inquiries;
  • Provides expert consultant services on technical reserve matters to senior leadership utilizing initiative, complex analysis and independent research abilities to meet requirements and objectives that may include the development and communication of reports on patterns, projections and/or forecasts.
  • Serves as Technical Expert on all matters related to reserve military personnel readiness to include performance reports, assignment activities, records updates, strategic workforce development and planning;
  • Demonstrated experience with manpower man day systems and working with varied workforce composition.

You may qualify at the GS-12, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
  • Coordinates all Congressional/special interest correspondence regarding military inquiries;
  • Serves as point of contact on all matters related to reserve military personnel readiness to include performance reports, assignment activities, records updates, strategic workforce development and planning;
  • Represents the division in meetings with other installation officials and military personnel representatives involving all types of incentive and recognition awards.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
