Duties

Assesses and coordinates delivery of GPS training to CSOSA Community Supervision Officers, other agency staff, and external partners, as appropriate, on the use of the GPS monitoring system process; this training includes related policies, procedures and equipment, as well as associated applications that may be used in tracking offender physical location history.

Represents CSOSA in meetings related to electronic monitoring and related topics. Briefs and makes presentations to senior Agency staff on the operations of the GPS Unit.

Prepares regular and ad hoc reports and analyses of the GPS Program to include monitoring duration, monitoring frequency, enrollee demographics, enrollee movements, crime scene analysis, and opportunities for program improvement.

Develops and establishes procedures for the installation, monitoring, and maintenance of electronic GPS used to monitor offenders.

Ensures staff adheres to administrative and human resource management policies and regulations. Oversees the accomplishment of Offender monitoring and tracking activities through subordinate staff.

Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system.

Supervises a group of employees performing work at the GS-10 level. Provides administrative and technical supervision necessary for accomplishing the work of the unit.

Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members.

Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.

Qualifications

BASIC REQUIREMENT
This position has a positive education and/or experience requirement. To qualify for this position you must meet one of the basic requirements described below:


A. Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in the behavioral or social sciences, or in a related discipline that included at least 24 semester/36 quarter hours in the behavioral or social sciences.

OR

B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that includes at least 24 semester/36 quarter hours in the behavioral or social sciences.

OR

C. Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

SPECIALIZED EXPERIENCE REQUIREMENT
In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-11) in the Federal service, which demonstrates the ability to perform the duties of the position.

Specialized experience is defined as: Having expert knowledge and experience using a wide range of techniques to monitor and analyze Global Positioning System (GPS) electronic monitoring (tracking) devices used on offenders. Experience installing and maintaining GPS electronic monitoring (tracking) devices used on offenders. In-depth knowledge of the laws and regulations governing the use of GPS tracking devices. Experience creating reports and evaluations from generated GPS tracking software data and/or other related sources.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience at this grade level.

MAXIMUM ENTRY AGE : This position is covered under LEO retirement provisions, first-time law enforcement appointees must not have reached their 37th birthday at the time of appointment. Applicants 37 or older who have previous LEO experience under the Civil Service Retirement System (CSRS) or the Federal Employees Retirement Systems (FERS) may have their previous LEO experience subtracted from their age to determine whether they meet the maximum entry age requirement.
