Responsibilities Task Responsibilities: Research, outline, write, and publish with government's approval a new IC STEM strategy in 2022 and beyond, similar in scope and scale to previous document titled "Intelligence Community Investment for Outreach and Recruitment of Scientific, Technical, Engineering, and Mathematics Skills (Fiscal Year 2018-Fiscal Year 2022)". Incorporate input from the latest version of the IC's Human Capital Vision and determine which occupations are tagged as critical STEM Work through IC HC team and coordinate input from the 18 IC elements to ensure input across the enterprise. Specifically, the strategy focus areas will include but not be limited to: Defining the IC STEM Baseline Assessing the Future IC STEM Requirements Measure the Effectiveness of Existing STEM Efforts Enable the Future of STEM Outreach and Recruitment IC STEM Programs and Coordinators IC STEM Training Programs and Efforts IC STEM Pay Scale based on locales Existing and Planned STEM Authorities/Policies for Retention IC STEM Reporting Requirements Measuring IC STEM Return on Investment Produce completed IC STEM Strategy to provide IC an agile STEM Strategy with goals, objectives and reporting requirements focused on the mission and sourcing requirements. Qualifications Senior Qualifications: Superior knowledge of relevant intelligence issues with at least twenty (20) years of overall experience and at least ten (10) years working across multiple agencies within the IC; Minimum of five (5) years of executive-level experience working for/closely with the IC, DoD and/or relevant stakeholder organizations; Demonstrated success working closely with national governance boards, committees, and working groups to intelligence and information sharing efforts; Superior understanding of strategy and policy development, training, and project management best practices related to relevant government initiatives; Superior knowledge of intelligence sharing with relevant stakeholder partners, to include fusion centers; Superior oral and written communication skills and ability to express complex and at times controversial ideas, explanations, and concepts in a manner appropriate for the audience (one-on-one, small groups and large audiences); Superior ability to balance competing work requirements to ensure that priorities and deadlines are met; Superior problem solving skills and ability to identify complex problems and develop a range of options and preferred courses of action; and Superior interpersonal, organizational, and problem-solving skills, including a superior ability to work effectively, both independently and in a team or collaborative environment, and sustain professional
