Responsibilities

The incumbent would serve as the primary developer of the Common Intelligence Picture (CIP) within U.S Customs and Border Protection and would serve a critical role in unifying CBPs operational response to current and emerging threats. The incumbent would be responsible for identifying the critical technology, systems access and tools required to develop the CIP and work with senior management on the acquisition of those materials and accesses. The incumbent would also assist in overseeing the physical development of the CIP and would require consistent collaboration with CBPs operational offices, DHS components and the Intelligence Community to identify information and intelligence reporting that must be ingested into the CIP for maximum efficiency.

Plans, organizes, coordinates, controls, and evaluates the activities of an organization. The incumbent leads a program segment that performs a variety of services that are professional, technical, and/or administrative in nature. The program directed and services provided have a significant impact on a substantial part of the program office and facilitates the organization's accomplishment of its primary mission or programs administered nationwide. Oversees the
overall planning, direction, and timely execution of a program or several program segments, each of which is managed through separate subordinate organizational units.

Oversees programs to determine progress against long-range plans and determine necessary personnel, funding, and other resource adjustments. Reviews finished projects, in conjunction with team, to determine changes necessary to meet long-range objectives. Recommends changes and improvements in operations to more adequately meet objectives. Reviews status of long-range plans to determine adequacy, ensure timeliness, and identify program bottlenecks. Reports unexpected requirements to supervisor and recommends adjustments to workflow and schedules as needed.

Plans and conducts or participates in special studies or on task forces, personally or through team members, provides expert guidance to the work process changes and overall priorities, objectives and approach. Provides advice to managers, and recommends, develops, and evaluates policies or other processes pertaining to classified and unclassified procedures and/or documents that affect the OI or the CBP Intelligence Enterprise (IE). Takes or recommends actions to achieve organizational objectives and recommends future program objectives and
improvements. Provides technical assistance and direct support to management and staff in all matters relating to the application of planning systems and management programs to meet mission requirements. Coordinates activities of office support staff and advises and provides analytical support on problem definition, planning methodologies, policies, and procedures. Evaluates the content of new or modified legislation or policies for projected impact upon CBP OI or IE programs.

Develops, implements, and monitors sophisticated management information systems that focus on long and short range plans, policies and programs in support of goals, objectives and priorities established by statutes, executive orders, the Department, or executive management. Plans, organizes and directs team study or work, and persuades or negotiates effectively with management to accept and implement recommendations where the proposals involve substantial department resources, require extensive changes in established procedures, or may be in conflict with the desires of the activities under study.

Qualifications

Qualifications required:

Plans, develops and coordinates planning management through briefings, presentations and intelligence products for executive management. Ensures that accurate, appropriately concise, and timely information is available to management and policy officials. Designs and administers planning and controls for submission of data, including forming the basis of budget and program resource requests and decisions. Exercises discretionary authority to approve the allocation and distribution of funds in the organization's budget. Identifies and resolves, as applicable, unique issues where no policy exists, taking innovative actions to address new needs and/or issues. Directs the review of all submissions for substance, conformance with instructions, completeness and authorizations. Issues, maintains, and controls final planning and control documents and their amendments.

Oversees and coordinates the identification, analysis and issuance of policies with managers and top-level officials of CBP. Responsible for directing, implementing, coordinating, overseeing, and serving as the central point for all FID budget, acquisitions, analytical and administrative programs. Serves as the point of contact for issues affecting and impacting assigned programs (headquarters and field). Determines the applicability and effect of new or proposed legislation, executive orders, and Department directives and other organizational agency decisions on respective headquarters and field office operations, managerial programs, and requirements. Prepares comments, impact statements, and recommendations on these issuances for executive and managerial consideration. Develops and maintains a review mechanism to ensure inputs provided by the activities are consistent with the stated guidance

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
