Responsibilities

You will serve on the Energy Management Team focused on energy efficiency, electric vehicle infrastructure, renewable energy generation, and water conservation programs. You will develop proposals impacting legislative authority, budget proposals, policies and procedures impacting energy consumption. You will identify, develop, evaluate, and recommend projects to implement energy and water conservation measures in CG shore facilities. You coordinate with program managers, budget personnel, and other engineering/architectural professionals to scope and gain approval for new programs and projects. In addition, you will also provide consulting services to field units nation-wide on how energy and water conservation can be identified and incorporated into both new construction and rehabilitation projects

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
    • Uses innovative professional engineering concepts and problem solving techniques to develop Energy and Water Conservation Measures, analyze data, conduct surveys, audits, and special studies to reduce the energy and carbon footprint across Coast Guard shore facilities
    • Evaluates and makes recommendations on all matters concerning energy management to ensure compliance with federal/state statutes, Executive Orders, Department of Homeland Security and Coast Guard policy, and prevailing codes and standards
    • Drafts and interprets legislative change proposals and Coast Guard policies related to energy management
    • Administers complex Energy Savings Performance Contracts (ESPCs) and Utility Savings Performance Contracts (UESCs) with cumulative construction costs of $300M requiring auditing, quality assurance, sound financial analysis, and strong negotiation skills in order to maximize energy and financial savings for the USCG.
    • Developing plans, proposals, procedures, standards, and policies for CG-wide implementation including, but not limited to, facilities management procedures to support ongoing energy efficiency through commissioning, retro-commissioning, and continuous commissioning, strategies and standards to reduce impervious hardscape, limit disruption of natural hydrology, and control storm water runoff quantity and quality.
    • Identifies requirements, develops feasibility studies, evaluates analysis of alternatives, and provides technical oversight for facility utility infrastructure projects including energy planning, building sustainability, greenhouse gas emissions reduction, renewable energy, chiller plant operations, boiler plant operations, steam generation, domestic hot water, building envelope, facility water usage and irrigation, lighting and HVAC controls, electricity/natural gas/fuel oil/water consumption, tracking and reporting of all energy/water metrics, fleet electrification, and new technology pilot programs.
    • Coordinating complex environmental permitting for energy projects including, the identification of floodplains, critical habitats, land use designations, zoning, archeological and historical site designations that impact permit processing.
    • Serves as a subject matter expert on shore facility energy efficiency, renewable energy, electricity vehicle infrastructure, and water conservation compliance, policy and planning.
    • Chairs meetings/briefings and coordinates with all levels of management within the Coast Guard and key personnel in other Government agencies

Qualifications

BASIC REQUIREMENTS FOR GS-0801: Degree: professional engineering. To be acceptable, the curriculum must: (1)be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2)include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: statics, dynamics; strength of materials (stress-strain relationships); fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; nature and properties of materials and any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR
Combination of education and experience-college-level education, training, and/or technical experience that furnished knowledge of the physical and mathematical sciences underlying professional engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration -Current registration as a professional engineer by any State. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
  • Written Test -Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners.
  • Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the ABET may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements. Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination.
  • Specified academic courses -Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.
  • Related curriculum -Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience.

You qualify for the GS-12 grade level if you possess one year of specialized experience at the GS-11 grade level performing duties such as:
  • Analyzing preventative and corrective maintenance data trends and make sound engineering decisions.
  • Managing the life-cycle of shore facilities ranging from property acquisition, design, construction, and eventually demolition; performing facility condition assessment surveys to determine program planning and budgetary requirements; and participating in conceptual design review conferences to discuss execution plans.
  • Planning specific objectives, milestones, and phases for complex engineering projects.

You qualify for the GS-13 grade level if you possess one year of specialized experience at the GS-12 grade level performing duties such as:
  • Applying extensive, in-depth knowledge of engineering principles, practices and concepts; technical and administrative responsibilities that include engineering management, program planning.
  • Performing personnel supervisory and management duties in engineering.
  • Planning specific objectives, milestones, and phases for complex engineering projects.

Recruitment Incentive: Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position.   • Knowledge of energy, water, and sustainability disciplines and doctrine to identify facility needs and opportunities and engineering solutions to meet these laws and regulations.
