Duties

  • You will be responsible for market research, pre-award documentation, price/cost analysis, negotiation, best value analysis, contract award, and contract administration.
  • You will serve as a contract specialist on high dollar and complex acquisitions and/or as Contracting Officer on actions within the delegated warrant authority.
  • You will review requests for the procurement of supplies and services.
  • You will prepare and/or review solicitation documents and incorporate provisions, such as cost accounting standards, requirements for technical proposals with appropriate weighting factors, testing procedures, and cost escalation factors.

  • Per E.O. 14043, selectee(s) must be fully vaccinated for COVID-19 by 11/22/2021 or date of employment (which ever comes later) except in limited circumstances where an exception is approved due to a disability or sincerely held religious beliefs.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Contractor Level II. Certification is required within 24 months of appointment.


Qualifications

GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: executing procurements/purchases of supplies or services utilizing Federal Acquisition Regulations and/or other government regulations by preparing solicitations or requests for quotes.

GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing pre-award and post-award functions utilizing Federal Acquisition Regulations associated with the acquisition of supplies and services.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

Graduate Education. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on education (including the basic education requirements listed above) OR equivalent combination of experience and education as follows:

FOR GS-11:

3 full academic years of progressively higher level graduate education
OR
Ph.D. or equivalent doctoral degree.

FOR GS-09:
2 full academic years of progressively higher level graduate education
OR
Masters or equivalent graduate degree
OR
LL.B. or J.D.
