Responsibilities

  • Serves as the lead responsible for the analysis, evaluation, approving or redirecting of the strategy, plans, and techniques of pre-award and post-award functions involving highly specialized procurements programs/projects.
  • Provides authoritative acquisition and contracting advice to leadership and functional subject area experts on the planning, execution, administration, and oversight of contractual matters.
  • Develops and manages effective and efficient contract support processes to advance acquisition capabilities.
  • Provides guidance on all facets of the Contracting Officer?s Representative (COR) capabilities. identifies and plans specialized studies and/or projects.
  • Provides guidance and issues instructions for contract management requirements.
  • Develops financial processes and procedures for successful financial execution.
  • Evaluates and prioritizes unfunded requirements and recommends reprogramming of funds to ensure adequate and efficient distribution of resources to support funding requirements.

  • Position is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI) or the incumbent must be able to obtain and maintain a TS/SCI security clearance/access.
  • This is a testing designated position. Selectee will be required to sign DA Form 5019-R (Condition of Employment for Selectee must pass drug screening prior to hiring and will be subject to periodic and random drug testing,
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Required to possess a valid state driver's license to operate a passenger vehicle for operating government vehicles.
  • This is a Critical Acquisition Position (CAP). Must be a member of an Acquisition Corps at the time of appointment or eligible for a waiver.
  • The duties of this position require occasional temporary duty (TDY) travel approximately 25% of the time.
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • This position requires Level III certification in Acquisition Career Field ?Program Management? or the incumbent must be able to obtain certification within 24 months of appointment.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the federal service which includes: 1) Leading teams who manage specialized procurements, programs and/or projects. AND 2) Providing acquisition and contracting guidance to internal and external customers. AND 3) Developing methodologies for the analysis of contract requirements. AND 4) Providing oversight and direction on the organization and monitoring of COR training and certifications.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

There is an education requirement for membership in the Acquisition Corps which includes:

Baccalaureate degree from an accredited educational institution (you must submit your transcripts) Or Possess significant potential for advancement to levels of greater responsibility and authority And At least 24 semester credit hours of study at an accredited institution of higher education from among the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management

Or

At least 24 semester credit hours of study at an accredited institution in the individual's AT&L Career Field and either 12 semester credit hours from among the above-listed disciplines or training in these disciplines equivalent to the 12 semester credit hours. (Training courses that carry an American Council of Education (ACE) credit recommendation may be used for equivalency.)ACE credit recommendations may only be used to meet the 24 semester hour standard for Acquisition Corps membership if those credit recommendations have been accepted by and appear on an official transcript from an accredited institution of higher education. DAWIA provides the option to substitute equivalent training for the 12 semester credit hours applied to the 24 hours in the individual's AT&L Career Field and 12 hours in the covered disciplines.

This does not apply to the option for 24 semester credit hours in the covered disciplines. The educational requirements outlined under the "Requirements" section must be met and verified. Submit the following documents so a determination can be made.

Acquisition Corps Members - Submit either your Acquisition Corps Membership Certificate; membership letter from the Agency's Director, Acquisition Career Management, Acquisition Career Record Brief(ACRB) or agency ACRB equivalent document.
