Duties

  • You will maintain client records, statistical reports, and other correspondence (e.g. case histories, assessments, progress, summary notes) in compliance with organizational and professional counseling requirements.
  • You will administer clinical counseling services for clients dealing with spouse or child abuse and neglect or individuals with marital and parenting issues that may lead to domestic violence.
  • You will develop group and individual treatment targeting at-risk and substantiated victims and offenders of family violence.
  • You will coordinate interactions between leadership and staff to verify collaboration is occurring to meet counseling and advocacy customer needs.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Candidate must successfully complete a criminal history background check with no adverse information or feedback received. A Child Care National Agency Check and Inquiries (CNACI) is required via the SF86 Security Form.
  • Work involves dealing with sensitive, controversial and emotional issues due to the nature of the of sexual and/or child or spouse/partner abuse allegations, suicidal and homicidal ideations and other violent behavior.
  • Hours of duty may vary depending on mission needs some evening and weekend hours may be required.


Qualifications

Tier Two Clinical Care Provider: This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Must meet all of the following requirements as outlined in SECNAVINST 1754.7A: Tier Two.
1. State or U.S. territory license or certification that provides legal authority to provide clinical services as an independent practitioner.
2. When the state or U.S. territory licensing or certification requirements include a written examination, candidates for privileging, must have achieved a passing score on that examination.
3. Possess at least a master's degree in one of following clinical fields:
a. Marriage and Family Therapy from a program accredited by Commission on Accreditation for Marriage and Family Therapy Education or an equivalent degree,
OR
b. Social Work from a school accredited by Council on Social Work Education (CSWE) or an equivalent degree,
OR
c. Psychology from a doctoral program approved by APA or an equivalent degree.
4. Have engaged in 2 years, that includes at least 2,000 hours, full-time, post-masters supervised clinical experience.

In addition to the Basic Requirements (below) for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying personal and social problems to independently reach accurate conclusions and to provide appropriate solutions; 2) Clinically responding to the needs of clients including assessing suicidal/homicidal situations and domestic and child abuse situations; and 3) Documenting psycho-social assessments, treatment plans, and case review committee reports.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For the 0180 Psychology series: Satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required.

For the 0185 Social Worker series: A Master's Degree in social work which fulfills all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.

In lieu of meeting the minimum qualifications with specialized experience, applicants may qualify with the following education:
Ph.D. or equivalent doctoral degree in a field that demonstrates the knowledge, skills, and abilities to do the work of this position.
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in a field that demonstrates the knowledge, skills, and abilities to do the work of this position.
OR
A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.

This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

A 40 hour work week is typical for this position.

This position is being recruited at the full performance level.

Recruitment incentives may be authorized to eligible new hires.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

Physical Demands:
Work is primarily sedentary in nature but may involve periods of high stress secondary to its varied and complex demands. Work involves dealing with sensitive, controversial and emotional issues due to the nature of sexual and/or child abuse allegations, suicidal and homicidal ideations and other violence behavior. Incumbent may be required to carry objects weighing up to twenty-five pounds as movie projector, files, books, reference material, etc.

Work Environment:
The normal work environment is in an adequately lighted and temperature controlled office setting or conference room. Work is performed under constant demands to meet deadlines for completion of tasks. Work also involves dealing with sensitive, controversial and emotional issues due to the nature of sexual and/or domestic and child abuse allegations, suicidal and homicidal ideations and other violent behavior.

This position is covered by the Department of Defense Priority Placement Program.
