Federal Home Loan Bank Affordable Housing Branch

The Incumbent serves a Policy Analyst/Senior Policy Analyst in the Office of Housing and Community Investment (OHCI), Federal Home Loan Bank Affordable Housing Branch. The incumbent is part of the team that supervises the affordable housing and community development programs of the eleven Federal Home Loan Banks (FHLBanks), analyzing developments and setting policy in the affordable rental and homeownership markets and monitoring the FHLBanks activities and evaluating their impact on those underserved markets.

Duty to Serve Branch

The Incumbent serves as a Policy Analyst/Senior Policy Analyst in the Office of Housing & Community Investment (OHCI), Duty to Serve (DTS) team. Analyzes and presents data related to housing or community development programs. Oversees and actively participates in all aspects of the development and approval of Underserved Markets Plans; participates in all aspects of the development, issuance of evaluation guide, performance and the process for determination of ratings. Monitors, tracks and reports on the DTS Program's progress to management.

Duties (Described at the EL-13 Level)
Participates in the development and preparation of regulations and policies governing the performance of the Bank housing goals requirements. Contributes to policy and quantitative analysis efforts affecting the GSEs' affordable housing mission requirements.

Performs policy analysis of GSE reports and proposals, as well as existing statutes and proposed legislation. Policy analysis includes quantitative analysis as well as qualitative analysis.

Interprets the impact of policies and programs on housing mission. Conducts complex analyses of policy and programs to identify and formulate specific options.

Performs literature surveys and creates summary position papers for issues related to housing policy, housing finance, and mortgage markets.

Prepares policy and issue papers, briefings, reports, and memos for the office and agency directors, senior staff, and other internal and external audiences.

Monitors and keeps abreast of developments in the regulation of financial institutions and the mortgage industry to remain current in these areas of expertise through participation in meetings, seminars, and conferences.

Establishes and maintains professional contacts outside FHFA and represents the agency at meetings with the Enterprises, other government agencies, and professional organizations

Works on special projects and helps coordinate within the FHFA and/or with the Enterprises, as appropriate. Develops presentation materials
for such projects and is responsible for the accuracy of presentation materials. Maintains sufficient documentation to verify any analysis
included in the materials and to reproduce the analysis, if required.

Represents the views of the Office, Division and FHFA on inter-office, intra-office and inter-agency working groups and task forces. Represents
the views of the Office in a professional manner and is responsible for understanding these views prior to participating in these groups.
Responsible for preparing follow-up reports as a member of these groups.

Provides advice verbally or through issue or option papers that reveal the pros, cons, and risks of varying options. The issues analyzed are sensitive, controversial, and require prompt and effective action.

Keeps abreast of developments in housing finance by monitoring real estate finance market trends, and affordable housing programs, and legislative developments. Applies information gathered in daily work assignments, as input for policy recommendations.

Works under the direction of the senior staff of the FHLBank Affordable Housing Branch or Office of Duty to Serve Branch team to conduct analysis and development work products in a timely manner.

Qualifications

Qualifying experience for the EL-13 level includes one year of specialized experience at the equivalent to EL-12 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to
successfully perform the duties of the position.

Examples of specialized experience include the following:
  • Experience analyzing issues/initiatives in the field of affordable housing, housing finance, mortgage markets, or community development.
  • Experience providing technical and policy recommendations regarding primary or secondary mortgage market entities.
  • Experience drafting analysis related to affordable housing, housing finance or community development issues.
  • Experience with mortgage pricing, underwriting, and monitoring performance of portfolios of loans for primary or secondary mortgage market entities.

Qualifying experience for the EL-12 level includes one year of specialized experience at the equivalent to EL-11 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to
successfully perform the duties of the position.

Examples of specialized experience include the following:
  • Experience assisting in analyzing issues/initiatives in the field of housing and housing finance, mortgage markets or community development.
  • Experience conducting policy and economic analysis supporting affordable housing, housing finance and community development issues.
  • Experience with mortgage pricing, underwriting, and monitoring performance of portfolios of loans for primary or secondary mortgage market entities.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
