Duties

Summary

This position is located within the Corporate Budget Management Branch (CBM), Financial Management Division (FMD), in the Department of Administration and Finance (A&F), Millennium Challenge Corporation (MCC).

Although the position is advertised equivalent to SES/SL in pay, MCC uses a pay banded system to compensate employees. This position is pay band MC-2D which is generally equal to SES/SL pay only.

Responsibilities

  • Serves as a technical authority in managing and maintaining management of the processes, procedures and policies surrounding the budget exercises and on all matters related to budget formulation and the management and reporting of budget execution
  • Serves as a key advisor and expert counsel on all matters relating to MCC's planning, budget formulation and execution.
  • Works with staff from all departments to develop proposed budgets, including requirements with respect to the content of submissions by individual departments, setting deadlines for such submissions, and answering any policy/procedural questions.
  • Leads and provides analysis and assessment of budget submissions, providing value-added insight on understanding funded priorities, determination of realistic projections, highlights on potential flexibilities, and flagging of risks/challenges during consolidation and review.
  • Plans and implements agency-wide program and budget guidance and assists on all aspects of the budget execution process, development of departmental budgets, review and approval of revisions, budget transfers/adjustments, monthly and quarterly reporting.
  • Interprets OMB memos and directives, and Congressional policies or regulations for the formulation and execution of MCC-wide budgets and maintains the lead liaison with OMB on budgetary and financial matters.
  • Ensures timely submission of corporate budget reports and forecasts balance with accounting reports to Treasury other outside agencies, and Congress.
  • Oversees the preparation of all internal financial management and analysis reports, and external reports required by law, legislation or issued by MCC to outside stakeholders.
  • Ensures quality control of integrated operating program data in various financial systems and consolidation of the data for an overview of the financial status of major programs and operations.
  • Performs administrative and human resource management functions relative to the staff supervised; ensures a continuing affirmative application of MCC policies concerning equal opportunity.
  • Performs other duties as assigned.

Qualifications

To qualify for pay band 2D applicants must meet the following:

Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3a (GS-15) or an equivalent level which is directly related to the work of this position which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, this experience is defined as; serving as a key advisor to senior management on a variety of Federal budget formulation and execution and financial management processes and programs; supervising, leading and overseeing a diverse team of professionals including Federal employees and contractors applying the theories, concepts, principles and practices of federal budget formulation and execution; overseeing the preparation of all internal financial management and analysis reports, and external reports required by law, legislation or issued to outside stakeholders; and communicating, orally and in writing, to provide briefings and to condense complex financial issues into understandable recommendations.

Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 3A or GS15 to be eligible for pay band 2D.

  • Due to COVID-19, the agency is operating in a state of maximum telework and most employees are teleworking full-time. Consequently, you will start your work in a temporary telework status and in a virtual environment. Your temporary telework arrangement will remain in effect until the agency informs you that MCC is open and operational for all staff. MCC will provide as much advance notice as possible before you may be required to report to MCC's office space. MCC has and will continue to offer flexible work arrangements.
  • RECRUITMENT/RELOCATION BONUS may be authorized for this position.
