Duties

  • Serves as a Human Resources (HR) Specialist (Military) responsible for the execution and delivery of HR services to organizations and military populations supported by the organization.
  • Responsible for the implementation and evaluation of military HR support services through established and new military HR support workflows, military HR systems management and process analytics.
  • Evaluates Army HR directives, regulations and policy changes in order to determine the impact to mission support and military HR support.
  • Provides technical advice and assistance to all levels of management officials on the production, accuracy, and dissemination of Army assignment instructions and various other Army HR documents.
  • Provide internal and external personnel with mission requirements and serves as the military HR advisor to the program director, support organizations, and Army project managers executing new Army HR requirements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a current valid state driver's license.
  • Pursuant to EO 14043, all Federal employees, regardless of duty location or work arrangement, must be fully vaccinated for COVID-19 by November 22, 2021, or before entrance on duty if after November 22, subject to exceptions as required by law.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience at the GS/GG-09 level in the federal service which prepared you to do the work in this job. Specialized experience is defined as managing and executing a full range of military personnel actions such as evaluations, awards, promotions, separations, retirements, and/or personnel records updates; utilizing military personnel data management systems to update personnel records and process reports; and research regulations, directives, and reports to support military personnel functions.

OR

A Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR LL.M. that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position or in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as Business Administration, Human Resource Management, Humanities, Workforce Development, Marketing, Education, Psychology, Communication, Public Relations, Finance, Economics, Entrepreneurship, Leadership, Human Services, Organizational Management, and Public Administration. Combination of Education and Experience - Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level.

Education
