Summary

The IT Specialist position is within the Business Solutions & Knowledge Mgmt Branch (BSKMB) of the Information Technology Division (ITD), Office of Administrator (OA), Business Operations Division (BOD), Foreign Agricultural Service (FAS). BSKMB identifies and provides innovative strategies and approaches in outreach to internal and external sources through a variety of reporting and business intelligence tools to assist program planning and performance management.

Responsibilities

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Identifies and resolves a wide variety of large and small-scale problems with computer and telephone systems, equipment, and software, including that which involves system integration and configuration management
  • Provides in-depth technical advice to team members across defined Service Areas or Activity Zones including support to design features, hardware, software, or operating systems capabilities, system integration and interoperability requirements
  • Modifies hardware, software, and operating systems to meet user needs. Troubleshoots, diagnoses, and resolves hardware, software, operating systems and data communications system failures to maximize user effectiveness and efficiency
  • Provides tier-1, customer-based services including account creation, password recovery and resets, account and object deletion, certification issuance and revocation, service request creation, modification, closure and reports generation
  • Supports FAS-wide IT programs and projects as project team member to identify customer needs, system requirements and to recommend potential solutions

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Specialized Experiences:
  • Experience with working in an IT Helpdesk environment to troubleshoot desktops software and hardware, website applications and network access.
  • Experience providing technical assistance to users by working to resolve customer complaints and recommending technical solutions that minimizes business downtime
  • Experience working with Video Tele-Conferencing troubleshooting and support.
  • Experience working with security compliance to resolve, report and monitor IT systems vulnerabilities.
  • Experience working with mobile phone troubleshooting and configuration.
Individuals must have IT-related experience demonstrating each of the four competencies listed below for the GS-12 grade level.

3. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Note: There is no education substitution for this grade level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
